I started to run through the MQ-FTE example and the first test results in a failed state. The error returned is BFGIO0056E: Attempt to read file "c:\fteData\NewYorkFileSystem\NewYorkData.txt" has been denied. The file is located outside of the restricted transfer sandbox.

This is the accepted answer.I was able to make the example work by moving the definition to the Transfer Templates. These seems to have resulted in a successful transfer. But I still have questions of why the first method of definition resulted in an error.
