I am running Apex 4.4.0 and I can't find where to customize the title bar when I visit a .ada file.
Was able to change the title for directies under $HOME/.Rational/directory_rules, but not for files.

In what way do you want to customize the title bar?
The title bar in the directory viewer and editor can be customized to show either the full path name, or a shortened path name.
By default, Apex displays the full canonical path as the title for its windows. To display just the current directory name in the title, set the following switch to "true" in Tools > Session > Environment:
