Can we extend and reduce LVM size on Pseries redhat5?

Yes, you can resize LVMs on power with Red Hat. lvextend and lvreduce are the linux tools for managing that but don't forget that you need to extend the filesystem that you have on top of LVM and then fsck and remount the it before you can use any extra space you have added.
