Re: UDA-SQL-0569 Unable to load the driver manager library ( db2cli.dll )2009-11-02T16:04:41ZThis is the accepted answer. This is the accepted answer.Are you able to connect to the data source using Framework Manager or with the Add Data source features in Cognos Administration (accessible from the Cognos Connection portal)?
From the error message, it appears as if the file db2cli.dll is not in the path, or that the DB2 client was installed and the system was not re-booted. If connecting using Framework Manager works but adding the data source using Cognos Express Manager does not then a reboot is required for the system account PATH to be updated.
Otherwise, do you know if cygwin is installed on the server? Cygwin interferes with the db2 client, and the workaround is to remove the cygwin\bin from the path.

Had faced the same issue, I was able to resolve it by copying the db2cli.dll into the bin folder of cognos installation directory and restarting the application server.
There are couple of solutions provided in the following link:
Hope it helps.

Re: UDA-SQL-0569 Unable to load the driver manager library ( db2cli.dll )2012-06-16T06:47:48ZThis is the accepted answer. This is the accepted answer.I was getting this same problem on a Windows7 client workstation trying to connect to a DB2 datasource in Framework Manager. Threw the message as it tried to connect to show schemas in source database
- I can "test" the connection successfully in both FM (on client) and in Cognos Admin (running on separate Windows7 server machine)
- Installed 32 bit DB2 Client Tool on both server machine and client machine. "Cataloged" TCPIP connection and database using DB2 CLP just to get to the point where the test would work.
- I do not have Cygwin installed (as noted above), but there were a number of other development tools in the environment (Oracle SQL tools, MS Sql Server, other MS bits).
PATH=C:\app\oracle\product\11.2.0\client_1\bin;C:\Tools\IBM_SQLLIB\BIN;C:\Windows\system32;C:\Windows;C:\Windows\System32\Wbem;C:\Windows\System32\WindowsPowerShell\v1.0\;C:\Program Files (x86)\Microsoft Application Virtualization Client;C:\Program Files (x86)\1E\NomadBranch\;C:\Java\j2se-6_JDK-64\bin;C:\Program Files(x86)\Microsoft SQL Server\100\Tools\Binn\VSShell\Common7\IDE\;C:\Program Files(x86)\Microsoft SQL Server\100\Tools\Binn\;C:\Program Files\Microsoft SQL Server\100\Tools\Binn\;C:\Program Files (x86)\Microsoft Visual Studio 9.0\Common7\IDE\PrivateAssemblies\;C:\Program Files (x86)\Microsoft SQL Server\100\DTS\Binn\;C:\Program Files\Microsoft SQL Server\100\DTS\Binn\;C:\Program Files\TortoiseSVN\bin;C:\Program Files (x86)\SSH Secure Shell
- Copying db2cli.dll to <Cognos install>\bin and then re-booting client machine did nothing. Still threw DLL error.
- Changed System Path, to place <DB2 Client Install>\bin high in path on client machine, thus:
- Then re-booted client machine too.
