As is mentioned in several posts to the forum, the IBM Java SDK for Windows is only available with a IBM product.
Example products available from developerWorks include
WAS CE :
and the IBM Development Package for Eclipse:

I am interested in the JDK for educational/research purposes as I am currently doing performance benchmarking using the IBM JDK on zLinux.
I was hoping that someone still has a copy of the 1.6 JDK for Windows which was available in the early release program floating around for me to get hold of.

Then your best bet is still something like the WAS CE package since this will at least be an up to date build (SR4) rather than a pre GA build. There have been a number of performance updates in the intervening Service Releases.
Also the terms of the early access program would prevent anybody from sharing it with you.

As workaround, I installed a Oracle jdk6 and selected it as project JRE and JavaSE-1.6 compliance.
This is my "ibm_sdk70" version from eclipseDevelopmentPackage bundle:
java version "1.7.0"
Java(TM) SE Runtime Environment (build pwi3270sr6fp1-20140108_01(SR6 FP1))
IBM J9 VM (build 2.6, JRE 1.7.0 Windows XP x86-32 20140106_181350 (JIT enabled,
J9VM - R26_Java726_SR6_20140106_1601_B181350
JIT - r11.b05_20131003_47443.02
GC - R26_Java726_SR6_20140106_1601_B181350
J9CL - 20140106_181350)
JCL - 20140103_01 based on Oracle 7u51-b11
Also the Oracle version installed on my development machine:
java version "1.6.0_45"
Java(TM) SE Runtime Environment (build 1.6.0_45-b06)
Java HotSpot(TM) Client VM (build 20.45-b01, mixed mode, sharing)
Then, the versions available on destination runtime server. Second output is Java shipped with IBM WAS 7.0.0.x. My sample project ran fine with both JRE.
java version "1.6.0_24"
OpenJDK Runtime Environment (IcedTea6 18.104.22.168) (rhel-22.214.171.124.11.90.el6_4-x86_64)
OpenJDK 64-Bit Server VM (build 20.0-b12, mixed mode)
java version "1.6.0"
Java(TM) SE Runtime Environment (build pxa6460sr11ifix-20120808_01(SR11+IV25336))
IBM J9 VM (build 2.4, JRE 1.6.0 IBM J9 2.4 Linux amd64-64 jvmxa6460sr11-20120801_118201 (JIT enabled, AOT enabled)
J9VM - 20120801_118201
JIT - r9_20120608_24176ifx1
GC - 20120516_AA)
JCL - 20120713_01

As noted by the Seattle Times, Pike Place 70-412 Market is setting Microsoft up a new satellite farmers market on Tuesdays at the Microsoft Commons starting in mid-June. The organization already has three other weekly "Express Markets" in Seattle - at City Hall, Occidental Park and South Lake Union - but is now heading east to serve up passokay fresh and local products to thousands of Microsofties.
There will be around 14 vendors at the Microsoft 70-412 location, all Microsoft of whom are required to also work at the original Pike Place farmers passokay market for each day they sell products at an Express Market.
The Microsoft farmers market, which will include 70-412 everything Microsoft from organic vegetables to flowers, will operate every Tuesday until October. It will join "Pike Place at the Commons," a bakery/deli that's been at the Microsoft passokay Commons since the mini-mall was built in 2009.
