When i build an application to gather info about a book from one or more sites, i relate information by using urn:isbn tag. This tag is an inverse property which means that <book:a> urn:isbn 123 and <book:b> urn:isbn 123 will help us identify that a and b refer to the same book.
But if i have to relate about a person from more than one site, how can i do it.? What helps us uniquely identify a person.?

I don't think there's any universally agreed standard, the most common approaches seem to be either to use an email address, use a URL of a homepage or FOAF file, or use an OpenID. There is some academic work on the subject (see also PowerPoint presentation by the same authours).
