i would like to know the differences in functionality between these 2 editions. How many users are supported (or allowed) in both?

Express edition needs Tes Lab Manager(another tool) to actually execute and the tests and run the reports, while Standard edition comes with a free Tes lab manager add-in
Of course if you have RMT, RFT or RPT you do not need Test Lab manager since they have integrating abilities with RQM and so you can run the scripts from RMT, RFT or RPT integrated with RQM.
But sine RQM has inbuild manual scripting (mind you not executing if its express edition since we need test lab manger for actual EXECUTION!) you may not actually need RMT if the RQM you are having is STANDARD edition

This edition includes 3 Tester CALs - so aditionally 2 licenses can be purchased. Standard Edition: maximum 250 Rational Quality Manager licenses and possibility of unlimited Viewer CALs. This edition also includes 3 Rational Quality Manager CALs.
Functionally the Express and Standard editions af equivalient - but it is only in the Standard Edition that you can add use of Rational Test Lab Manager (RTLM). Note that RTLM requires additional license.
