What I would like is on one file plan folder, anything older that the end of the fiscal year to be put into disposition for 3 years. The issue I find with the configuration of the trigger on a date is it seems static. I don't want to have to go into the trigger at the end of each fiscal year and change it from 7/1/2007 to 7/1/2008 to 7/1/2009 to . . .

I would utilize the create date <= fiscal year to put it into disposition for 3 years. Is there a way to make fiscal year a dynamic value vs. an entered date in the trigger setup?

    It seems like the strategy you would want is Internal Trigger. Set the condition to always be true (like RecordFolderName is not null or something). On the disposition schedule, set the Base Event to CreateDate and set the disposition offset to 3 years. There are differences for setting it on 3 years on the phase as well. You can read all about this in the Records Manager Redbook.
