the XUL Tutorial https://www6.software.ibm.com/developerworks/education/x-xulintro/ has as prerequisite mentioned a XUL SDK with a link to mozilla. But there is no SDK anywhere (and I have never heared about one)?

There is a XUL Development Kit that comes with the XUL Runner. There's also the Gecko SDK that you'll need if you want to do any XPCOM development. Sorry for any confusion.
