I read it somewhere that certain rational tools can be activated with the help of any of these two: Activation Kits or Floating License but there are certain Tools which can either be activated with the help of either Activation Kit or Floating License. Can you please tell which tool requires what type of license.

IBM Installation Manager is used to Manage Rational Licenses, i.e. you can either apply the product activation kit or configure for a floating license thru IBIM. For Floating Licenses, you will additionally require Rational License Key Server to host / serve RFT Floating Licenses to clients that are configured to use floating licenses.

Eclipse based tools like Rational Functional Tester (RFT), Rational Performance Tester (RPT), Rational Service Tester for SOA Quality (RST), Rational Test Workbench (RTW), Rational Software Architect (RSA) and so on.. can be licensed as node-locked/authorized user licenses or floating. For node-locked/authorized user you have to use the activation kit as described in the reply from Mr. Dustan. For concurrent usage you need the floating licenses which are served by an Rational License Key server. Rational Software Delivery platform (SDP) products are the only set of products, which are available with an activation kits. :List of consolidated products can be found on the link http://www-01.ibm.com/common/ssi/cgi-bin/ssialias?subtype=ca&infotype=an&appname=iSource&supplier=897&letternum=ENUS206-311.
Activation kits are version dependant and can be used only with certain version for which you have access on the license key center, where all IBM Rational licenses reside.
Activation kits are system independant and hence can be used on any PC, which can run an IBM Installation Manager with the installed SDP product. Please note that Activation kits can be generated at once and cannot be split for generation. For ex.) If you have purchased 10 Activation kits, all 10 have to be generated at once and can be downloaded and used when required.
Floating licenses can be generated with a min. value of 1 at a time till the number of licenses purchased.
