Generally speaking, whether the lookups are against files on the device or something retrieved from a DB, the results should be cached in DP. Both DP and DBs can be configured for high availability.
So the question again comes down to manageability. If you have a whole bunch of boxes in a tier, then having a single DB manage the lookups may be simpler than putting files on each and every box. But then, if done poorly it can become a SPOF.
