Pinned topic Global Cache in WMB8

I am trying to configure global cache in WMB v8.0.0.4, and using default configuration for single broker. For the first time it is created and mqsicacheadmin properly displays the details.

But when I restart my system and re-run cacheadmin command I get CWXSI0062E: Catalog service is unavailable at the 9.79.248.168:2940 endpoint. I tried restarting the broker but still same message is displayed.

I am not able to understand what actually is making this happen and what need to be done to resolve this issue. ListenerRange and port are same.
