Are you trying to consume the data in the Cognos XML schema format, or are you trying to take an XML stream that is not in the Cognos XML schema and transform it so that it is? The purpose of the document is take an XML stream and transform it so it is consumable by Cognos, not take Cognos XML and make it consumable by third party applications. That is beyond the scope of the document. Basically, the opposite of what is described in the document above.
