Had to switch to DB2 9.7 Enterprise Server to install ITDS. I'm trying to install DB184.108.40.206 ESE on RHEL 6.0 and each time it fails on creating the db2 instance. I already installed DB2 10.1 on the machine successfully. However, 10.1 is not supported with ITDS, so I have to use 9.7. Any suggestion on why it might be failing on Linux?

Suggestions will be in the installer trace file. You may want to choose not to create the instance during installation and run db2icrt later manually.
