I mean a trigger policy like sliding window.

For a tumbling window, if it is not full and I want to handle the tuples in the window, how can I do that?

    That's one of the key properties of a tumbling window, you handle a fixed set set each time.  As you allude to, use a sliding window if you need to trigger execution independent of the eviction property.  If you have a situation that cannot be handled by using either a type of window please describe it so we can consider how to accomodate that use case.
