I think they'd import all the records and then fix the one record that was in error.

 
This may sound like a crazy idea, but I'd suggest you fire up a copy of Lotus Organizer and take a look at how it did import for this kind of thing.
 
It made it pretty easy for dragging and dropping fields for mapping.
 
I think the ability to make any importing easier for this kind of field mapping would be great for any notes database, OK not your test user, but for imports like this I often still use Approach to get the data into Notes quickly because of the very easy to use/understand mapping metaphor.

no one off'salso when you export on the mac only tab seperated is offered no csv in ver 7.2have yet to test v8

I would think 95%+ of people would not want to deal with the added complexity of dealing with one-offs when doing an import. Editing the records after the import seems to be the most like path travlled.

 
ps: Vote for me in '08. I know what you need even more than you do. And when your opinion is needed on important matters I will be sure to give it to you!

Along those lines how about an option to set Notes as the default Vcard application. And drag a contact to an email as a vcard not a notes document link.
