Avoid using RTC CLI (SCM and LSCM ) accessing the NFS shares.

* In case if the home directories of all users are mounted on NFS.
*If you see .nfsXXX file jazz-scm folder's daemon directory, it seems the lscm process is accessing the NFS share.
