It is the time for Government IT Innovation – making the most of technology and making a difference to nations and citizens.
The times we live in have an ingrained duality. We feel despair – sequestration, furloughs, budget cuts, workforce reductions. We feel hope - a mobile, self service world, increasing agility in government, reports about increased IT spending. As US CIO Steven Van Roekel said, “The IT budget is not going down because we’ve won the hearts and minds of people that when the going gets tough, technology can be a lever to lead you out.”
I echo Van Roekel’s sentiments; the fire of innovation is lit during tough times. It is a time to consider the technology we use today and how we can better use our technology to reduce duplication, get rid of unnecessary redundancies, cut hours of testing time, delivery quality services the first time, reduce paperwork and reach citizens through mobile technology, understand citizen needs and align agency priorities to the desired outcomes.
Governments around the globe are considering how to make the most of technology and how to leverage it to make a difference in the lives of citizens, and those who must protect their nation. And the best part is these government agencies want to share their success, whether they are a small agency in a US State Government, or perhaps they are a Central State Department in South Africa, or the Post office in Australia; there are best practices to be shared.

The U.S. Department of Labor Office of the Assistant Secretary for Administration and Management (OASAM) Office of the Chief Information Officer (OCIO) will share tips of their successfully completed migration from the IBM Rational Lifecycle Platform to IBM Rational Team Concert, Rational Quality Manager, and Rational Requirements Composer.
The Danish Public Transportation Group will share how they used IBM Rational tools to structure everything from risks, financials, resource overviews, time sheets and prioritization of new initiatives across several major programs creating a central collaboration and controlling hub for managing projects totaling over 1 billion euros.
Australia Post will talk about how Enterprise Architecture helps Senior IT & Business Leadership Teams understand the impact of $2 billion in transformation investments for 400 projects over the next 3 years.
The Family Social & Services Administration of Indiana (FSSA) is responsible for the delivery of services to over one million citizens in 92 counties that have to be effectively coordinated, delivered on time and on budget. FSSA will share how they utilized a "Partnership in Ownership” concept to significantly reduce the total cost of tool ownership and improved traceability, visibility and predictability of the multi-vendor projects while lowering the risks of inefficient, disconnected projects.
