In the city Memphis, violent crime was increasing at a rate of 2.5 percent, citizens were growing concerned and the police department faced frozen or shrinking budgets. Not only were resources stretched thin, but officers also spent hours in the office searching for crime-related information buried in spreadsheets and paper files. Without a more innovative way to increase the overall effectiveness of the department, officials struggled to predict, track, and respond swiftly to unfolding crime, and optimize limited resources and funds.
What makes it smarter?
If you are criminal, Memphis is not the place to be. This forward-thinking police department dramatically decreased criminal activity and increased conviction rates when it implemented an analytics solution with predictive modeling capabilities. With it, the department has unparalleled insight and visibility into criminal activity and crime trends as they are happening. Police have gained a huge advantage; specifically, the ability to identify and predict future crime hot spots. As such, the department can change tactics and redirect patrol resources as needed, to prevent crimes before they happen and catch more criminals in the act. For example, by identifying an increase in burglaries in a particular neighborhood, the department can—on short notice—dispatch officers to that area, on a particular day, at specific times. The solution also helps the department identify factors that may contribute to future crimes, such as abandoned housing.

Reduced serious crime by 30 percent
Reduced violent crime by 15 percent
Increased conviction rates fourfold, from 16 percent to nearly 70 percent

Citi and IBM partner for Citi Mobile Challenge
Citi and IBM announced a partnership to collaborate with developers and build the next generation of financial technology through the Citi Mobile Challenge, with APIs hosted and managed on IBM SoftLayer. IBM and Tech Mahindra Join Hands to Accelerate Global Hybrid Cloud Adoption
Through this partnership, IBM will work with Tech Mahindra to build a platform for the development of cloud-based apps for its clients on Bluemix Dedicated, a single-tenant version of Bluemix. IBM will provide an open, flexible cloud environment to enable Tech Mahindra’s developers to build cloud-native and cloud enabled applications with a scalable model. More great work between IBM and their partner ecosystem. I posted an earlier blog entry about Sametime and Government Partner UnifiedEdge going to the Superbowl. Today IBM will announce that Ft. Worth and Tarrant County will adopt the UnifiedEdge + IBM solution to allow police, firefighters, healthcare providers and officials to share radio communication, text messaging and files on the fly.
I had the opportunity to visit the Fort Worth Emergency Response Center a few months back. The team there graciously agreed to give us a tour and to show us how RadioConnect helped them to maintain situational awareness and to foster group communications.
Imagine needing to coordinate up to 40 different agencies (each with their own communications equipment and protocol) in the midst of an unfolding situation. City officials need to be briefed. Rescue may need to be dispatched. Water services, roads, hospitals, the power company all may play a role. Now imagine that you need to send information between these groups. Do you swap email addresses? Phone numbers? What happens when the shift changes and John Doe at Fire and Rescure has gone home for the night. Hwo is his replacement? And how do you reach them?
All good questions that you don't want to answer in an emergency.

There is a great new podcast that has just been added to The Channel Happy Hour (http://channelhh.com/). In it Mike Riegel, Vice President Marketing, ISV and Developer Relations, discusses the channel opportunities around the IBM growth plays of Smarter Planet, Growth Markets, Cloud Computing and Business Analytics. Mike also addresses the new IBM Cloud Computing Specialty and IBM Industry Solution Specialty programs, highlighting ISV relationships in various industries. Among those mentioned was our own VirtualAgility, the first IBM business partner to receive the IBM Industry Solution Specialty designation. The Specialty is based on the Industry Framework construct and identifies partners who have industry framework validated solutions, revenue from both software and hardware and customer references.

I found last night’s Jeapordy match to be absolutely riveting. Not only was it amazing to see the question answering capabilities of the Watson system, but watching Watson “think” via the answer panel was like being given a window into Watson’s brain, and into the future of how humans and computers will interact.
We often talk about the power of the ecosystem coming together to deliver results for customers that no one portion of the ecosystem could deliver alone. Watson is a great example of two parts of IBM's portion of the ecosystem coming together in a workload optimized system. Though the software behind Watson could have run on virtually any hardware, Watson’s performance and speed could be directly attributed to the software’s ability to exploit the POWER7 processor and systems architecture. In the world outside of the Jeapordy! studio this translates into offering better performance at a lower cost or, more simply put, doing more with less.
With this powerful platform as a base, it isn’t hard to imagine the ways that our ecosystem can offer workload optimized solutions that can quickly take raw information and turn it into insight.
Imagine if citizens could call a phone number and ask a simple question like “what benefits am I eligible for?”
Imagine if legal scholars could rely on a Watson-like system to review vast inventories of legal documents. Not only could the system survey the structured and unstructured data, it could make recommendations and provide supporting evidence for human users to leverage in “collaborating” with the system to uncover answers.
What examples do you see in your industry segments for applications of Watson-like technology?
As an aside, did anyone else find it interesting that Watson didn’t realize that the answer “The Twenties” was the same as the answer “The Nineteen Twenties”? For all of Watson’s sophisticated parsing of language, I was surprised that this one caused it trouble…
