Gartner estimates: “Spending on banking and securities IT is expected to top $471 billion this year, up 14 percent from 2010, and rise by a fifth again to hit $563 billion in 2017”
The Reuter’s article, Insight: New Masters of the Universe? Banks see future in IT hires, describes the growing trend of banks hiring more, and more, IT personnel to drive the technology side of the business. The article states "With IT expertise now a must for the boardroom, banks' conservative workplaces are likely to undergo cultural change as they welcome ambitious, differently-minded people."
Leading banks like Barclays, JP Morgan and Goldman Sachs are hiring technical personnel in greater numbers to lead their IT operations while cutting costs in other areas of the business. Goldman Sachs is an example of the increasing emphasis being placed on IT: "Goldman Sachs has added 6 percent more IT staff since 2009, while cutting elsewhere. That has left it with 8,000 technology employees, making its department bigger than many technology firms, and it works hard to lure professionals away from Silicon Valley with the message that its technology business is key."

According to the 2012 IBM Data Center Operational Efficiency study , only 1 in 5 clients have highly efficient IT infrastructures and are able to allocate more than 50% of their IT budget to new projects.

In our earlier blog , Matt Hogstrom, CTO, IBM Software Defined Environment (SDE) explained about IBM’s SDE approach towards supporting the complete stack of the data center infrastructure from computer hardware to end-user software based on OpenStack. The phrase "software defined data center" has rapidly become an industry buzzword, and like most buzzwords, it's used a little too often. In this case, however, the buzzword strikes me as an accurate description of reality — and it's a reality that lies beyond traditional data centers .
Data centre transformation is accelerating beyond virtualization to next-generation Software Defined Data Centers (SDDC) , bringing new challenges for flexibility, application performance, scalability and mobility. The underlying software defined data center is far more flexible and emerging as one of the most disruptive advances that enterprises have seen in the past decade. The foundation and aim of a software defined data center is to build an efficient, agile and service-driven IT for a simplified, responsive and adaptive infrastructure. A software defined data center is about using software to bridge the technological and organizational gaps between discrete IT silos that can be managed holistically as part of the business.

I am writing this blog post as one of the series of articles on my previous post: Re-envisioning enterprise IT in the era of mobile, social with open cloud . My first blog introduced the scope of these posts looking at some of the challenges faced and the potential solutions discussed in this series of blogs.
In that first post I observed it is estimated that 40 percent of all IT spending is now outside the IT department. If IT does not change, then there is a real potential they will go the way of the Dodo and become extinct.
So what is holding IT back from changing and delivering the agility, flexibility and lower costs that users are looking for?
My assertion is that one of the handicaps facing IT today is the “contract” of behaviors and expectations that have built up between IT and the business. It needs resetting, but what is this contract of expectations? Here are a few of my views.

Today, enterprises are looking to leverage their systems, applications and data to provide new services for their clients across data center boundaries using hybrid cloud for private and public cloud interaction.
