How are IBM Champions Selected?

IBM Champion nominations this year opened in September and ran through very early November. During the nomination period we received nearly 1400 nominations. And in the next few days, I will be publishing the names of those selected as 2019 IBM Champion.  But how do we go from receiving the nominations to selecting and announcing the IBM Champions?!
