I admire Joel Spolsky's wisdom on the business and practice of software development. A recent Slashdot posting led me to his recent article on the value of hiring good programmers in which he notes that "design adds value faster than it adds cost. Or, roughly speaking, if you try to skimp on programers, you'll make crappy software, and you won't even save that much money."
