Capital Planning & Investment Control (CPIC) along with
optimal Decision Reliability is a critical process for all government agencies.
In order to effectively manage programs and capabilities, government agencies
need an effective way to select, control and evaluate program portfolio
management. The federally mandated CPIC process is a structured, integrated
approach to managing IT investments.
Its purpose is to ensure all IT
investments align to the agency mission and support business needs, while at the
same time minimizing risks and maximizing returns throughout an investments
life cycle. CPIC relies on a systematic approach using 3 distinct phases:
select, control, and evaluation.
IBM's Focal Point tool has critical and unique attributes to help agencies optimize a smarter investment lifecycle by leveraging a quantifiable approach rather than a subjective and sometimes irrational techniques. A government agency trying to adhere to the CPIC process needs a configurable portfolio platform with best practices to capture investment candidates, improve strategic alignment, leverage voice of the stakeholders and quantifiable weighted criteria trade-off analysis (cost/risk/benefit). And the weighted trade-off analysis should consist of approval workflow stage gate processes using standard methodologies such as Analytic Hierarch Process.
Even when the agency does heavy up-front planning, there are
always constraints impacting agencies that need to be dealt with in real time.
For instance, budget cuts or restrictions on personnel resource planning. These
constraints require corrective action that is well informed and allows for
realignment of the program portfolio, as well as ongoing portfolio governance
and budget change realignment. The ability to 'rack and stack' the portfolios
of programs and capabilities using a quantifiable standard approach enables the
much needed portfolio governance and change management.
The Analytic Hierarchy Process (AHP) is a structured technique for dealing with complex decisions. Rather than prescribing a "correct" decision, the AHP helps decision-makers find one that best suits their goal and their understanding of the problem. It is a process of organizing decisions that people are already dealing with, but trying to do in their heads. The AHP converts these evaluations to numerical values that can be processed and compared over the entire range of the problem. A numerical weight or priority is derived for each element (portfolio asset such as programs) of the hierarchy, allowing diverse and often incommensurable portfolio assets to be compared to one another in a rational and consistent way.
In addition to an optimal portfolio decision value-add process, agencies need visibility into benefits realization and earned value management. Not only does the Rational solution assist with planned versus earned identification, you are also able to leverage smarter application and architecture portfolio management for effective decision making regarding application redundancies, transformations, rationalizing, modernization and 'to-be versus as-is' impact analysis. As agencies improve (mature) in the select and control phases of Capital Planning and Investment Control, portfolios still need to have an on-going evaluation and assessment phase. Civilian Agencies, Intelligence Agencies, Joint Forces and Department of
Defense are looking for better ways to have a consistent methodology for decision
reliability of program, capability and/or project trade-off analysis. For
example, many capability and program managers attempt to justify a 'rack and
stack' practice by using desk top tools such as spreadsheets, word processing
documents and slide deck presentations to calculate and present a
prioritization analysis. This subjective practice requires intense meetings, biased input,
skewed calculations and in many cases, outdated information. The goal is to determine right decisions in a way that is systematic, audit-able and repeatable. A more standard
and quantifiable approach for optimal decision reliability of program, capability
and/or project trade-off analysis is using the Analytic Hierarchy Process. The

I have the opportunity to work with many Civilian Agencies,
Department of Defense and Joint Intelligence. In addition to optimal decision
reliability for effective portfolio management and the inter-dependencies of
strategy, initiatives, capabilities, programs, projects, systems, products,
requirements, issues, change request, resources and budgets, we need to manage Risk. Rational Focal
Point is a configurable 100% web-based portfolio software platform that
incorporates the ability to effectively manage your risk portfolio and the
relationship (impact, cost, exposure, consequence and avoidance probability) to
portfolio artifacts such as the examples mentioned earlier.
Federal Agencies are able to leverage risk governance, continue to be advantageous per existing process and/or implement more favorable automation as an agencies maturity grows. Monitor the security controls in the information system on an ongoing basis including assessing control effectiveness, documenting changes to the system or its environment of operation, conducting security impact analyses of the associated changes, and reporting the security state of the system to designated organizational officials.

Have you been engaged with
capabilities today, yesterday, this week or over the past couple of days?
Capabilities and the need for optimal capability portfolio management are
everywhere. For example, these capabilities that surround us consist of the
following: whether we are speaking to Warfighter capabilities with the likes of
'Strengthening Warfighter Capabilities: The Art of the Possible' for the
Department of Defense or AFCEA NOVA; Defense Secretary Gates Calls For ‘A
Unified Missile Defense Capability'; a Fit for Purpose Architecture with the
likes of DoDAF 2.0; Government Civilian Agency capabilities such as supporting
Federal Government, States, Local Governments, nonprofit organizations' capabilities which includes reviewing emergency to security capabilities to IBM
capabilities such as myself where I am personally measured.
In addition, as the United
States Government is making progress and will continue to develop more robust
capabilities and capacities to meet current capabilities, how do align
capabilities to strategy? How do we really figure out how to 'connect the dots' regarding tactical
execution such as requirements, project, product line engineering, systems
engineering and actionable architecture management to the overall capability strategies? What do we do when there
are budget cuts and resource allocation constraints as barriers? As these
constraints limit and shape our capability scope and determine 'what we can and
cannot accomplish', the goal is to determine right decisions in a way that is systematic,
audit-able and repeatable.
IBM Rational Focal Point can
help you. Rational Focal Point is a configurable 100% web-based software
portfolio management platform that allows agencies to capture, classify,
govern, align, decide, control and evaluate capabilities.Let's look at a typical
capability lifecycle, where an agency is able to manage capabilities and
capability portfolios with standards, governance, key performance indicators,

As capabilities go through the distinct phases and additional hard decision needs to be made with budget cuts and/or resource allocations, users are able to take advantage of a quantifiable priority exercise soliciting voice of the stakeholders to 'rack and stack' the capabilities against weighted criteria. As voice of the stakeholder inputs are gathered and quantified, this information can be correlated with other weighted criteria factors such as cost (expense & budget), time, resource availability, technical & architecture feasibility, strategies (such as missions, initiatives, goals and objectives), risk, performance measures and other factors such as human life factors. As capabilities get approved throughout the lifecycle, capability managers are able to request for resource allocations. Once requesting for resource allocations to satisfy the capability work efforts, capability managers, PMO personnel, system engineering managers, product line engineer managers and project managers are able to look into resource supply versus demand analysis. As capabilities are assigned to effort, the capabilities can decomposed into requirements and work items for further tactical implementations and management. The capabilities can be linked to related requirements and work where if a particular requirement, for example, becomes 'Suspect' based on an impact change, the capability becomes suspect. When the capability becomes suspect this triggers an email notification to the capability portfolio manger and/or an alert on her/his personalized capability portfolio management dashboard. Further requirements management execution, impact analysis and integrations such as Rational Rhapsody for effective System Engineering (SysML) or actionable enterprise architecture for requirements driven architecture with Rational System Architect can all be traced back to the Capability Portfolio Management environment and rationalization of the capabilities to be deployed.
In addition to integrations & traceability to requirements and work items, capabilities can be directly integrated with enterprise architecture using Rational System Architect. Investment candidates & projects have gone through a workflow stage governance process and trade off justification to validate the project to be executed as part of the portfolio. The project within this view for execution and the associated business needs will be integrated to the Team Concert plan. This screen shows us the Project “Identity Protection” after it has been approved for execution. As members of the portfolio team, our interest lies in knowing that the project will be delivered on time and on budget.
The agency has identified 7 Business Needs or High level Project Requirements. We want the project execution to focus on this delivering these needs so it is important to the business that work being performed traces directly to them. As we can see from the project implementation page, the development has started for this project. It is 47% complete and overall it is reporting healthy metrics by the look on the green traffic lights. The Completeness and health metrics are being derived directly from the execution data entered by the project development organization. Point out that the Project Execution Area can be opened by clicking on the “Link to Implementation Project”.
IBM Rational Team Concert (RTC) is a lean
collaborative lifecycle management solution that helps companies builds better
projects, software, products and programs. Rational Team Concert, based on the
Jazz platform, supports the agencies plan, process, and platform. New formal
planning templates support traditional project phases, while risk management
capabilities can be used by any traditional, agile, or hybrid team.With a single release for the agencies platforms,
simple role-based user licensing, no charge for the server software, and new
flexible pricing models, agencies will be able to freely mix and match
deployments to suit their particular environments. Its distributed version
control support improves collaboration with other lines of the agency, and
outside suppliers, who need to share document repositories. Rational Team
Concert provides the following elements of value:

With the integration to Rational Focal Point, agencies have increased decision reliability with project plans and work items. The agency can show the Work Breakdown and Schedule created by the Project Manager. The Agency Business Needs that were defined in the project definition are part of this view such as Authentication. In a conventional project management practice, you can decompose these business needs/requirements into lower level work items. Each work item is managed independently. The lower level decomposed work items drive the schedule of the agency business need. There work items show here have dependencies amongst themselves. Some of the dependencies shown here include: Finish to Start (Finish to Start) and Finish no later than (FNLT). The agency can click on Authentication Database Changes Work Item to drill into the work item and enter data such as effort and other activities.
Select the Type drop down boxes and explain how this Work Item has been flagged as a task but that it could be change to other work item types. The Work Item was estimated to be completed in 1 Week. The Time Spend displays the time spend on this task. Click on the Time Tracking Tab and show how we have captured the time spend on this task. 40 hours in total. Use the work breakdown structure (WBS) to show the Authentication Business Need for The Progress attribute's estimates and completion times of all the Tasks associated to this agency business need. From here we can see that a 100% of the tasks have been estimated: The estimate comes up to: 240 hrs & 56 Hrs have been completed .
This view displays the resources associated to this project. We can see the resource load for each person. In the case of Miguel, it is obvious that we are over allocating tasks to him. The Tasks display a warning icon next to them warning that they are being assigned to an over allocated person.
The information is integrated back into Rational Focal Point for additional portfolio management capabilities and decision reliability trade-off analysis. This allows the agency to look at the execution actual(s) from a portfolio management perspective. In the scope section, open the Authentication business need. Expand the Effort and Links section. As an agency business department or bureau owner of the project, you can instantly see the hour estimates and actual effort which drive project health indicators such as the Actual vs Planned traffic light. The estimates and actual hour efforts come from the WBS that we just reviewed. Hover over the Authentication Link to display the interoperability information access of Rational Team Concert.
Organizations need to flexibly assemble their software
delivery environment, using their preferred tools and vendors. As this
environment is not static, organizations need to evolve their environment as
their needs change at their own pace. The Jazz platform provides the technical
foundation for several types of lifecycle tool integration. This platform
consists of architecture and a set of application frameworks and toolkits. The
following figure is IBM’s Jazz foundation is an open platform that supports any
industry participant with the goal of improving the software lifecycle and
breaking down walls between tools. The figure to the left is an example Jazz Platform Architecture and Open Services Lifecycle Collaboration using web services for integrations and interoperability of information.
is built on architectural principles that represent a key departure from
approaches taken in the past. Together, these approaches allow teams to “surf
the collaborative Web” to seamlessly access teams, processes, and artifacts.

§ Jazz separates the implementation of tools from the definition of and access to the data. Data semantics do not rely on “secret knowledge” embedded in product code.
§ Jazz federates data across independent databases using Internet protocols. Jazz does not assume all data is in a single database.
§ Jazz can access and integrate data where it resides, that is, Jazz does not need to import and export data between tools or repositories.
§ Jazz assumes an open, flexible, distributed data model. Jazz does not assume there is a single data model that is centrally managed, or that each tool needs to understand the entire data model to participate.
§ Jazz allows tools to be implemented in any Internet-aware programming language or platform. Jazz does not impose an implementation framework tied to a particular language or technology platform.
§ Jazz supports multiple client technologies. While Web user interfaces are the choice for many Jazz tools, Jazz also supports Eclipse-based clients and Microsoft Visual Studio-based clients, and other client platforms could easily be implemented based on demand.
There are two principal facets of the Jazz architecture, described below:
§ Linked Lifecycle Data, applying the W3C “Linked Data” standards to the realm of lifecycle data (for example, requirements, change requests, test plans, code)
§ Integration services, providing cross-cutting capability for any lifecycle tool (for example, user admin, project admin, lifecycle query) to enable the system of tools to work well together
The first principal facet of the Jazz architecture is Linked Lifecycle Data. Customers use tools from multiple vendors to capture and manage data across the software lifecycle. These data are typically accessed by using the tool that created the data or by accessing a database used for storage by the tool. The lack of common protocols across resources makes it difficult for other tools to gain such access. The Jazz architecture addresses this problem by providing standard interfaces and methods for tools to establish links to data housed and managed by other tools, possibly those built on widely varying technologies. Jazz embraces the linked data approach as implemented in the Open Services for Lifecycle Collaboration (OSLC) initiative. Linked data is the fundamental architectural principle of OSLC, making it "the community and specifications for Linked Lifecycle Data." OSLC supports the notions of Providers and Consumers. An OSLC Provider is a tool that "owns" lifecycle data and exposes those data to other tools as described in corresponding OSLC specifications. And OSLC Consumer is a tool that accesses another tool's data through its corresponding OSLC specified interface. Architecting lifecycle tools to interact in this manner enables interoperability between tools and resources spanning across vendors. OSLC shifts the emphasis from tools and their widely varying APIs to the lifecycle resources (the data) and the relationships between resources. By doing so, one tool can access and link to another tool's resources where the data live, as opposed to a more classical copy and synchronize approach. By exposing data through OSLC-defined RESTful interfaces, tools contribute to a web of data that can be traced, indexed, and analyzed from a cross-lifecycle perspective.

What if the manufacture gave you access to prioritize and visualize other ideas, capabilities and features that you have not thought of..... This would make a whole lot of sense regarding 'voice of the customer', 'voice of the stakeholder' and prioritization decision reliability to drive innovation....
This holds true for the automotive industry and Department of Defense War-fighter capabilities. For example, if I were to design, construct and deploy the next generation smart car product line or sophisticated 'real-time' precision integrated telecom future combat system, how would I optimize and effectively manage the portfolio? IBM Rational Focal Point and integrated software solution for product line and system engineering gives you these capabilities. Instead of attempting to manage a set of 'bill of material', we are going to discuss optimizing a portfolio of 'bill of features', capabilities, product lines and voice of the stakeholder for an automobile manufacture.
In this example, we will look at the product line and system engineering process from systems engineering plan to concept of operations to systems requirements to high-level design & system requirements to detailed design to software coding and fabrication to unit testing to subsystem verification to system and verification deployment to system validation to operations & maintenance. This process is typically represented visually by a System Engineering V-Model Diagram. Rational Focal Point supports the ability to manage the Systems Engineering Management Plan (SEMP) by giving controls, visibility and checklist reviews regarding the following:
Rational Focal Point gives users the ability to manage the Systems Engineering Management Plan and related activities as well as integrate with other key (critical) aspects of the process lifecycle. For example, as the plan from purpose to execution and sustainability is being managed, users can solicit ideation (the lifecycle of ideas), features and capabilities from stakeholders. As designers are working on the system of systems and embedded systems design, the engineers are in sync with requirements and the overall agency or business purpose. As the requirement - model driven development occurs, the agency or enterprise is able to leverage best in class software and system configuration management with Rational Team Concert. Rational Team Concert becomes the hub of this process phase. It integrates with the purpose, overall plan, decision support and alignment with Rational Focal Point. This allows for project execution using a work breakdown structure. The work items of the work breakdown structure are integrated with the requirements which are also integrated with the model-driven systems development.
As incremental and overall systems of systems capabilities ('bill of features') are being delivered, unit testing occurs with Rational Quality Manager. Once again, this collaboration, interoperability and integration occurs with Rational Team Concert and Rational Quality Manager. From the integration testing plan and requirements based testing capabilities you are able better measure the subsystem verification phase. Afterward, the deployment of the system verification and validation is released. Users are able to capture voice of the stakeholder, trade-off analysis and trade studies with Rational Focal Point. This gives an overall optimized pragmatic portfolio approach to the Systems Engineering Management Plan, close the gaps (chasms) of the agency or enterprise personnel with improved communication & activity hand-off and ability to leverage improvement capability assessments.

In most cases, trade studies which may also be known as a trade-off studies, are the behaviors and activities to identify the most balanced technical solutions among a set of proposed viable solutions. These feasible and practical solutions are determined by a series of measures. For example, the measures would consist of weighted criteria and constraints such as cost/expense functions, risk, time, schedules, performance, reliability, quality, precision, technical significance, architectural feasibility, strategic alignment, voice of the stakeholder and other measurable key performance indicators applicable to the trade-study. These measures describe the desirable characteristics of a solution which are both quantitative and qualitative. In addition, the qualitative and objective (or subjective voice of the stakeholder) can be quantified using standard prioritization methodologies such as the Analytic Hierarchy Process.
The criteria being used in the trade studies may be conflicting mutually exclusive. Trade studies are commonly used in the design of aerospace and automotive vehicles and the software selection process to help optimize and manage the configuration that best meets conflicting performance requirements and other criterion. In this article, we will look at how leveraging Rational Focal Point optimizes the ability to manage trade studies for the Joint Tactical Radio System as an example. In addition, manage the trade study, portfolios, capabilities and the System Engineering Management Plan within Rational Focal point also closes the gaps and chasms throughout the trade study decision support system engineering process lifecycle. Rational Focal Points integrates with requirements execution (Rational DOORS), project execution and work breakdown structure (Rational Team Concert), smarter actionable enterprise architecture with DoDAF and Federal Enterprise Architecture (Rational System Architect) and share data regarding the trade studies for systems modeling and simulation (Rational Rhapsody).

One of Rational Focal Point’s greatest strengths is to help determine whether the features or capabilities chosen for a particular program, product, project or release are those that offer the greatest value to all concerned. This value assessment is the purview of Capability & Product Portfolio Management, depending on the particular agency organization, and not of the technical engineers engaged to implement a solution, whether it be a capability, program, project or a product. In virtually all projects, requirements, features, capability or agency needs are added, removed or amended during the natural lifecycle of the process and just as the impact of these changes is assessed on the rest of the program or project technically, the affect of these changes on the value of the project or product should also be assessed. Nobody wants to remove some features from a product under development only to find at the end of the project that the resulting product is of little worth. Repeated value assessments using Focal Point can avoid this problem. Thus, Rational DOORS is an engineering tool for the execution management of requirements and the impact of change on a technical level and Rational Focal Point is a portfolio management and decision support tool for the management of capabilities, features and the impact of change on value at a multiple agencies' levels such as capability management.
