Gentran:Server for UNIX - fmgr (Foreground Manager) fails to start

Problem
Cannot start fmgr (Foreground Manager) and data managers.

Symptom
Invoked startserver from command line at $EDI_ROOT and
fmgr process does not start and fmgr.l log in $EDI_ROOT/temp directory does not get updated.
On the UNIX box from command line:
1 cd $EDI_ROOT
2 startserver
Result:
waiting for Foreground Manager to start .2.2.2.2.2
Note: do not get the below expected results:
   waiting for Foreground Manager to start .2.2.2.2.2
   Started fmgr : pid == 1146958
   Sent message to start all marked agents

Cause
Change: the Gentran file system had been brought down to fix a storage issue.

Resolving the problem
Start fmgr and data managers from Data Manager Control screen.
On the UNIX box from command line:
 1 cd $EDI_ROOT
 2 server
 3 press any key
 4 press d (for data manager)
After entering Data Manager Control screen, a pop up reflects attempt to start fmgr; then fmgr and data managers marked to auto start start (pids reflected under Status column).
