You may or may not have received a Hardware Management Console (HMC) with your order. The HMC is a standalone platform that allows you to configure and manage several POWER servers at once. Having an HMC or not will determine the steps required to power-up the system and get it to a "ready to install my OS" state.
In fact, Power7 systems today can take advantage of the Integrated Virtualization Manager (the IVM) which provides virtualization controls of your new server from within the server itself!
