Fixing "too many open files" when running Portal as non-root in Linux

So I kept getting the above error on my laptop. I run portal as a non-root user, having changed the ownership of the appropriate directories. It worked fine until I configured Portal to use DB2 as its repository; then I started regularly getting the "too many open files" message.
The solution is to increase the number of open files! Of course! But....how...?
After some poking around, I read that I can edit the /etc
skipper hard nofile 10240
skipper soft nofile 10240
I logged out and back in, and was able to start Portal. I don't know what other problems this may cause; your mileage may vary. :-)
