Mobile network outages are of great concern for this major telecommunications operator in Asia. Major outages, if not resolved quickly, negatively impact on the service for customers and the reputation of the company. Local regulatory bodies also pay attention to telecommunications operators’ outage metrics, so CSPs have no shortage of motivation to keep outages to the absolute minimum.
The folks in operations at this CSP are measured on their capacity to deliver continuous mobile voice and data services. There is a special focus on the new 4G/LTE coverage, but naturally the 3G service has not been forgotten. In the event of network outages, operations wanted very aggressive mean-time-to-repair responses. This would require an automated response to process the event overload that is typical for network outages to expedite the repair process.
This CSP also has a regulatory requirement to report all major outages to the appropriate telecommunications regulator, if the outage time extends over a specific time period. So this CSP has targeted root cause detection to be achieved in very aggressive time-periods, and thus giving ample time to repair the outage with the regulatory time frame.
This CSP turned to the tried-and-trusted Netcool OSS solution from IBM to meet these aggressive business goals. The first phase of the project reduced the overall mean-time-to-repair by 50%.
The IBM Netcool solution delivers event consolidation from the entire 3G and 4G multi-vendor network. Network discovery and visibility is extended as far as the evolved packet core currently, with plans to further extend to the entire wireless access network. The solution delivers a single pane of glass operations console taking feeds from multiple systems within the CSP. Future goals are to further streamline events and reduce mean-time-to-repair even further.
