nmon - Do we have a serious problem .... or not!

I am working with a larger Power 7 customer and learning lots about life in the large and professional computer room.
Actually, we are in offices many miles away from most of the Power 7 computers because the machines are split across three sites. More than twenty Power 7 Model 795's is enough to impress most people. And if it does not: how would you like 200,000 users online!! They are also very well organised and consistent - I have to run "diff" against the configuration files to find anything different in the setup - the only difference was 16 KB different in numperm! Then they are up to date N -1 for HMC (7.7.2), Systems Firmware (720) and AIX (AIX 6.1 TL05 Service Pack 3). I was impressed.
So these good guys are looking at the below screen (actually one very like it - I did not want to copy data from their machines) - So should they be concerned or very concerned?
And the answer is ....
So why all the large System Utilisation times around 55% ?
So are we really just running a tiny fraction of one CPU ... YES.
Now do be careful because this is changing with my AIX 6.1 TL06 Service Pack 5 Virtual Machine we are back to the "normal" nmon view.
It is a slight different size VM but you will get the point.
