On small form factor (mobile) devices, this behavior is expected.
Only the " and "" dashboards are responsive and accessible on all devices. The other ready-to-use dashboards are not responsive which means they are also not accessible on mobile devices.
Non-responsive dashboards will be filtered out of the launchable list, and other UI will be hidden on purpose since they are not designed to display on these devices/screen sizes.
Is there alternative way to access Non-responsive dashboards?
Since the dashboards, like processes are URL addressable, a user can still access these non-responsive dashboards by manually entering the URL into the browser's address bar.
This method is possible, but it is not recommended. If the user does this, they should see a toast/tip display indicating "The dashboard is not designed for use on mobile devices.". Please see below screenshot. Another possible workaround but still not recommended could be to request the "Desktop site" if the mobile browser being used has this capability.

This procedure should work for the Process Center environment:
2. Using the library locate and open "User Interface" > "Processes" client side human service
3. On the Overview tab check option: "Intended for use on multiple devices"
5. Logout, if already logged in, then Login to Process Portal via mobile device or simulate using Chrome + developer tool option to toggle device.
