Assetmanagement searches for balance between preformance, risk and costs to control and maintain infra- and civil assets. Next to that the influence of availability guarantees, especially when it is needed, and also the growing importance of safety, environment, economy, certification, reliability and efficiency.
The Asset Management Community also has to take into account influences from our Smarter Planet, new measurements methods, new information available from sensors, measurements, but also the increasing amount of vidoe camera's alongside the roads. This all leads to the need of a new vision on Asset management for Infrastructural Assets. For this we are forced to collaborate with new methods and possibilities:
Are the traditional maintenance systems sufficient for todays challenges?
Development in GIS systems and the rise of Linear Asset management is responsible for the fact that traditional systems no longer suffice. Especially if one looks into the demands which are driven by Performance Measurements Systems, expected Business Intelligence needs and requested control information. LInear capture of the Asset collections, next to the capture of GIS data is an essential condition if one wants to meet the mentioned requirements.
No unnecessary divisions of Assets anymore on behalve of the system, but a realistic setup based on the real situation is the new standard! IBM Maximo with Linear Asset Management will do the trick!
New methods which are increasingly used.
In the Dutch market we see the application of the NEN 27267-4 standard which is based on CROW. As long as this is done based on a claccification methods this works fine for Asset management. Next to that these standards will supply methods for inspections. Like in industrial environments we also see the rise of RCM methods on infrastructural assets. From our point of view NEN2767-4/CROW alone doesn't suffice. Integration of RCM methods with the NEN2767-4/CROW methods is must for a succesful solution in the Infrastructural Asset management arena.
Is it possible for Asset Management systems to exist without integration with the operational requirements of DBFM contracts or Performance Measurements Systems?
The Asset Management systems today exceeds just maintenance and control. Integration with Operational processes is essentia if one wants to comply with the requirements from the DBFM contracts, but also the PMS systems have their requirements on data and integration of processes. We see a clear role for the modern service management solutions and processes, these systems are able to deliver information and insight in the effects and influence and on requirements laid down within SLA's, DBFM contracts and on the performance of the Assets. Is there survival for Infrastructural Asset management without control over Health, Safety en Environment?
Everywhere the attention for Health, Safety and Environment is increasing. IN the same manner there is increased interest for sustainabilty, this is linked to the HSE issues. Again an area of attention where Asset management plays a significant role. Look at the word Risk in its broadest sense. We are not looking just at risk for Infra users(the users of the road) but also the included parties who are responsible for the execution of maintenance activites. Quallity Assurance systems which are part oof the DBFM contracts have to be taken into account. A well integrated system makes sure the integrated processes will work like a well oiled machine. Is there a role for GIS systems and Linear within an Asset management system?
There are several reason why we should use a GIS system or linear Asset database to collect our Asset Data. Experts agree that both systems can deliver added value in different areas. For the visual representation and Geo analysis the use of a Geo Information system is essential. For a clear view of work to be carried out, other activities, and related assets and functions a Linear approach will give the insight and information needed to optimize workorder processes.
