I wonder if you could benefit from some of the work that John Munson did around correlating test planning with usage profiles and risk. For example, when does additional testing on a seldom used feature stop making sense, which must factor in such things as safety-critical scenarios, etc. John worked on quality plans for the space shuttle and then went into teaching (he was my professor at university of West Florida).
