Analysis - why is Easy Tier performing such different on the same hardware?

In this customer example we had the opportunity that two identical managed disk groups with easy tier did perform completely different.
Both managed disk groups have the same technical setup.
V7000 -1 (Cluster 1) we found that the improvements which have been expected by Easy Tier have not been achieved

Figure 2: This picture shows a good ratio between IOPS on SSD and on the SAS disks. Each of the three SSD disks delivers up to 100 times more IOPS than the SAS disks. Positive results are that the SAS disks are still available to handle much more IOS and the investment into SSD pays off.
Figure 1: A completely different result for Cluster 1. The SSDs on this cluster handle only 5 times more IOPS than the SAS disks. This is a bad result compared to cluster 2 where we see a significantly higher difference of IOPS between SSD and SAS.
