IBM has been shipping WebSphere Everyplace Deployment (WED http://www-306.ibm.com/software/pervasive/ws_everyplace_deployment/), and Workplace Managed Client (http://www-142.ibm.com/software/workplace/products/product5.nsf/wdocs/workplaceclienttech ) with ODF (http://www-142.ibm.com/software/workplace/products/product5.nsf/wdocs/wmcodf ) supported productivity editors (for WMC) and ability to compose applications in an open standards based environment. This is based on open standards technology (Workplace Client Technology: Eclipse based http://www.eclipse.org, OSGi components http://www.osgi.org) that empowers application composition using open programming model. OSGi specification allows software components to be installed, updated, and removed on the fly without having to disrupt the operation of the device. The Eclipse SDK comprises of platform, java development tools, and plug-in development environment. It is one of the leading java IDE as well as application development tool (http://www.eclipse.org/articles/Whitepaper-Platform-3.1/eclipse-platform-whitepaper.html).
IBM will be offering similar capabilities with the future version of Lotus Notes (codenamed "Hannover" ). IBM announced the following on 5/15:

I have been reading several articles in Businessweek questioning the readiness of Vista and Office 2007 (http://www.businessweek.com/technology/content/nov2006/tc20061129_739121.htm ) and some of the design quirks - how many geeks does it take to shut off a computer (http://www.businessweek.com/technology/content/dec2006/tc20061201_625122.htm?chan=technology_technology+index+page_software ).
Then I came across this article (http://www.cbronline.com/article_news.asp?guid=61A19824-89F8-4649-82F7-3062481BA64B ) about BECTA (the UK government agency responsible for technology used in education) warning against deploying Vista and Office 2007, "noting that for Vista especially 'the risks are high, and the benefits are far from clear."
And while we have blogged about the "cost" of upgrading to Vista, today I came across this IDC study: "for every dollar spent on Vista a partner will earn $18 from hardware upgrades, other software additions and services." (http://www.itbusiness.ca/it/client/en/home/News.asp?id=41800&cid=10 )
But then many governments appear to have figured this out already through interoperability frameworks and adoption of ODF (Open Document Format) and Linux - the most recent being State of Tamil Nadu in India (http://www.skyscrapercity.com/archive/index.php?t-368794.html ) and Province of Misiones in Argentina (http://www.misiones.gov.ar/egov/index.php?option=com_content&task=view&id=132&Itemid=9 ).
Here is a summary of the government adoption of ODF:
a. Seven National governments:
- Brazil, France, Germany have released Interoperability Frameworks calling out ODF
- Belgium, Croatia, and Norway recognize ODF/open standards in Fedral Government ICT guidance or policy papers
- Denmark made a parlimentary decision on the need for open standards in digital exchanges
b. Two country national standard bodies
- Italy approved ODF as a National Standard
- Malaysia is in the process to do likewise
c. Four Regional Governments:
- Extremadura, Spain has agreed to use ODF for document exchange
- Hong Kong, China recognizes ODF in its interoperability framework
- Tamil Nadu, India
- Province of Misiones, Argentina
d. Four governments have sponsored ODF focused events:
- India, Malaysia, Poland, Thailand
e. EU's DG Enterprise/IDABC published its recommendations on ODF ( http://ec.europa.eu/idabc/servlets/Doc?id=26844 )

Many governments have proceeded further, with adoption of Linux as the operating system of choice.
Let us take India for example: The state of Kerala moved 12500 schools to Linux few months back. The State of Tamil Nadu home to a population the size of the UK, is in the process of deploying 32,600 Linux desktop systems and training 30,000 government officials (http://mandriva.blogspot.com/2007/01/tamil-nadu-india-may-shut-door-on.html ). The governments of seven states, Maharashtra, Madhya Pradesh, Andhra Pradesh, West Bengal, Chhattisgarh, Uttar Pradesh and Uttaranchal were running their treasury applications on Linux. The Provident Fund application of Bihar, the Secretariat in Mizoram, the Stamp Duty application in Andhra Pradesh, the Land Record application of Maharashtra, the RTOs of all the North Eastern states; Linux found several takers in many states across the country. The Central Government was not lagging behind-the innovative ePost project of the Post & Telegraph department, the IndiaGov portal and various other applications of the Election Commission, Ministry of Health, Ministry of Labor and Ministry of External Affairs were also running open source software. Meanwhile, in Europe, the city of Amsterdam (in collaboration with 7 other cities) will conduct tests of open source software on desktops in two departments in the first half of 2007 (http://news.zdnet.co.uk/software/0,1000000121,39285307,00.htm ). Austria's capital city Vienna is in the midst of linux desktop rollout.

On desktops, "people still feel they need lots of local power and storage, even though their CPUs idle and they never back up their stuff," blogger
Robert Pogson told LinuxInsider.
However, "experience with netbooks will kill off the desktop within
a few years," Pogson predicted. "It makes little sense unless you need
all those drives, noise, heat, space and burning money. Those who
really need power will use a thin client connected to a server cluster."
Looking ahead, "expect GNU/Linux
to do just as well on notebooks as it did on netbooks," he added. "2009
was the year of GNU/Linux on the desktop as far as I am concerned. 2010
could well mark the death of the desktop and overweight notebooks."

So the IBM vision and strategy, and product roadmap is clear. There are no forced upgrades. Each release is planned to further improve the TCO, and augment capabilities based on customer requirements.

Connections combines five components: member profiles, activities, blogs, communities and "dogear" - IBM's word for how users identify and share Web bookmarks with colleagues. Connections uses the popular Web navigation technique of "tagging" to help users track popular discussion topics and figure out who may have expertise on any subject. The software provides a way for individuals to quickly set-up ad hoc groups to collaborate on projects, storing relevant documents, e-mails and Web sites together. Each user can publish blogs to share ideas with colleagues.
"What Web 2.0 has demonstrated is that self-defining communities often do a better job of locating relevant information," IBM software chief Steve Mills said. "This helps with the rapid identification of expertise and experts."

In other words, Notes 8 paves the way for a move away from both a Windows desktop and Microsoft Office."

1. Given the fact that next version of Domino will run on the same hardware and operating system as the current version, what is meant by re-platforming? The same is not correct for Microsoft Exchange 2007, correct?
Microsoft has launched a "Get Ready" web site (http://www.microsoft.com/windowsvista/getready/capable.mspx) with information about Vista, system requirements, and an Upgrade Advisor tool intended to help people determine if their existing PCs are Vista-ready. Unfortunately, the information is not very clear. In fact, Michael Cherry, an analyst with the market research firm Directions on Microsoft, was quoted as saying: "I don't understand why it has to be this complex..." (Tech News on ZDNet, 5/18/2006). Maybe there is a reason?

1. IBM financials for Y2006 show 30% revenue growth for Lotus software in Q4 and also 9 consecutive quarters of growth.
2. Open standards based software does provide flexibility and choice to the customer, ISVs, and Systems Integrators. Flexibility and choice is about operating systems, platforms, productivity editors, applications, collaboration software, application development, and rich/thin client. Microsoft products runs on Windows only, and often have complicated product inter-dependencies. According to Avinash Singh, COO of Birlasoft (http://www.birlasoft.com ), a Systems Integrator based out of New Jersey, "IBM's open client solution is very timely. It allows us to offer more value to our customers who either want to move to Linux desktops or drive a heterogeneous client strategy. This solution can help them reduce costs while increasing organizational productivity. It is all about offering flexibility and choice for our customers."

* Software Assurance: In its May 10, 2001, press release announcing the program, Microsoft claimed: "The improvements to Microsoft's volume licensing offerings are designed to match the current acquisition behavior of the majority of Microsoft's enterprise customers, and should result in a reduction or no change in licensing costs for approximately 80 percent of Microsoft volume licensing customers." In reality, based on research from Gartner and other analyst firms, only a minority of customers—those upgrading every two years or less—would realize cost savings. The program raised most customers' software acquisition costs, as much as 107 percent, according to Gartner."

The recent Microsoft case study and the report published by Gartner is a good example of how one should not design a solution. Why? For one, the customer in the study spents ~US$1.5M to just do mail migration. They are estimating another US$1.5M atleast for migrating the applications! Alternatively, they could have freed up significant IT budget by not renewing their MS Enterprise Agreement and then spent a portion of the cost of the migration to get the required functionality. Do the ROI math here!!

While Ed Bott argues that a price increase doesnt make sense, especially given the impact on customers with Microsoft Enterprise Agreement and Software Assurance as explained below - they may end up paying double!,

Organizations and individuals that store their data in ODF XML avoid being locked in to a single software vendor, leaving them free to switch software if their current vendor goes out- of- business, raises its prices, changes its software, or changes alters its licensing terms.
The OASIS OpenDocument Format for Office Applications V1.0 (known simply as ODF), was submitted for fast track approval by the ISO/IEC international standards organizations in 4Q/2005. The submission was balloted this week (May 1, 2006) as an International Standard in ISO/IEC's Joint Technical Committee on Information Technology. See http://www.odfalliance.org/press/AllianceRelease3May06.pdf . The new international standard has been given the designation, ISO/IEC 26300 (ODF V1.0). ISO/IEC 26300 was approved by ISO/IEC JTC 1, Information technology, subcommittee SC 34, Document description and processing languages.
The standard will continue to be maintained and advanced by the OASIS OpenDocument Technical Committee and the recently formed OASIS ODF Adoption Committee, both of which remain open to participation from users, suppliers, government agencies, and individuals.

Is the state of Massachusetts biased against proprietary software makers? I don't know -- although under the circumstances, it sounds like a good idea to me.
To understand why, you'll first have to parse this bit of sophistry, which comes courtesy of Melanie Wyne, the executive director of the Institute for Software Choice:
"The RFP reveals that the choice presented by the previous ITD [Massachusetts Division of Technology] bureaucrats. i.e., ODF-compliant desktops for state agencies are the only viable options for citizens to have access to their data in the future, was purposely exclusionary, being primarily designed to distort the competitive landscape.
"In other words, it had little to do with access to documents, and everything to do with excluding proprietary software providers.
" Wyne clearly (or, perhaps, not so clearly- that first sentence is a doozie) does not like the fact that Massachusetts went shopping for a plug-in capable of converting Office documents to the open-source ODF format. Nor is she pleased that the state issued its RFP for such a plugin just two days after ISO approved ODF as a bona fide open standard. ..."

Just because Microsoft is beating the standards drum doesn't mean that it is planning to ramp up its standards involvement, however, Robertson cautioned.
"You can achieve interoperability in a number of ways," said Robertson. Among them: joint collaboration agreements, technology licensing and interoperability pacts. "Standards are not always appropriate," Robertson said. And in the cases in which they are, "you should standardize only what is necessary."
Some questions to ask Microsoft:
- Will there still be proprietary extensions within the Microsoft XML implementation that are known only to Microsoft and keep the implementation from being fully open and will the format include macros that call on proprietary application?
- Are there intellectual property constraints which would preclude or make difficult the adoption of this technology as a truly open standard?
- Are there licensing terms which would preclude implementation by the open source community?
- Why will it be 18 months before developers will be able to get the full specification from ECMA and if that is due to ECMA's process why doesn't Microsoft release it to the public before hand?
- Finally, what will happen "post" standard process? Who will be in charge of the evolution of the standard? One proprietary vendor or the industry?

- Developers appear to be shifting away from Microsoft Windows to Linux and Mac OSX for their development operating system. 26.9% of respondents cite Linux was as primary desktop operating system, representing a 7 percentage point increase from 2007. Though Windows is still the dominant development OS at 64%, it has decreased 10 percentage points from 2007. The most popular Linux variant of choice among developers is Ubuntu, which accounts for over half of Linux respondents. Mac OSX has increase to 6.9% from 3.5% in 2007.
- Linux is taking an increase share of the deployment operating system environment. 42.7% of the respondents selected Linux as their deployment environment; an increase from 37% in 2007. Ubuntu (12%) and Red Hat Enterprise Linux (10.2%) are the leading Linux distros.

Per a recent Forrester report, only 11% of the 61 will definitely renew Microsoft Enterprise Agreement. 26% have decided NOT to renew. 86% (more than 3000 user organizations) have the agreement up for renewal in 2007.
"Julie Giera, the Forrester Research vice president who wrote the report, said she speaks with hundreds of Microsoft Software Assurance customers each year, and the findings from the formal study are consistent with what she has been hearing from many of them."

The department of management sciences, Indian Institute of Technology, Delhi, in association with NIC, conducted the first National Seminar on Open Document Format, on June 23rd. The event focused on the impact of ODF on India and the Indian governments. So this is about reducing software license, hardware costs, and operational costs. And yes, you also benefit from virtual collaboration -- travel, phone, search/discovery, etc. etc...
Then of course, how can you collaborate smarter? What does it mean to People, their workspace, and the business processes and relevant information sources?
- By making the right (timely, with the right available person, with the required knowledge) connections, and establishing deeper relationships (trust, motivation). It is about interconnections.
- By figuring out the best business processes you can real time enable, not only with presence and bots and chat/web conferencing but also tying it to voice, mobility, wireless, and IP telephony. Instrumenting it right. Adding smartness to it.
- By innovating - nurturing and transforming talent through participatory community dynamics, anytime, anywhere, using any device
- By optimizing the workspace and drive out costs -- all those costs I described above. By doing the Liberate-Migrate-Virtualize, leveraging Open Collaboration Client Solution, open virtual clients, Symphony, Linux...
This does require cognition oriented architectures that breed new intelligence that can provide the fine balance between self-service and automation.

The Ministry of Education is banking on Linux to drive "making all school children computer literate"
Kerala is a well known tourism destination in Asia. It is also known for its success in striving for universal literacy and advanced PQLI and social development, including service delivery points in healthcare, education, and public distribution up to the village level. Called "Akshaya" (http://www.akshaya.net ), a recent (2004) initiative led by the Kerala government is focused on improving the state by using IT effectively. Examples of Akshaya's projects include creation of Information Communication Technology (ICT) access points at a village level, increased public participation by improving skills and encouraging daily use of ICT, making more content available in local languages, and using ICT centers for the delivery of a number of services and applications (e.g. e-governance, e-transaction and e-commerce).
I am excited as a native of Kerala to be able to witness this innovation.

But when it engages in underhanded tactics to intimidate users in order to land a software deal, we have a very disturbing situation on our hands. And someone needs to have the guts to speak out about it. Fortunately, someone has. Last week, Dale Frantz, CIO at Auto Warehousing Co., brought to my attention an alarming business practice that shows Microsoft at its shoddy and arrogant worst.AWC was contacted several weeks ago by Janet Lawless, a software asset management engagement manager at Microsoft, who claimed that "a preliminary review of [AWC's software licensing] information indicates that your company may not be licensed properly." Lawless urged AWC to "understand that the potential inconsistency in licensing is an urgent matter and needs immediate attention." She wanted to send a consultant to AWC to conduct an inventory of its installed software........"Thank you for your offer to send your purchase records to me," she wrote, "however our Software Asset Management (SAM) program is the only unbiased way to create an accurate baseline and resolve this matter."That did it. Frantz informed Lawless that he wasn't going to waste anymore time with her, and he left the matter with his attorney. The attorney, suspecting that Lawless' actions were part of an elaborate sales effort, basically told her to back off.[Read More
