If you're interested in end-to-end service deployment across Hyper-V, powerVC and/or reaching out to Amazon EC2, or IBM SoftLayer, this article could be the starting point to start looking at IBM Cloud Orchestrator (ICO) to address these scenarios.
In ICO 2.4 FixPack 1 (already available for download starting from decemebr 19th 2014) the capability to deploy single instances and OpenStack Heat stacks on an Hyper-V node. Hyper-V is supported exploiting the OpenStack Hyper-V driver allowing a set of supported scenarios analogous to what is currently supported on KVM (i.e. single node based, OpenStack is the hypervisor manager connecting directly to the Hyper-V nodes).
On the powerVC side, the functional coverage is wider as you can see from the table below:

You may notice I explicitly mentioned in the table “resize boot disk”. This is a new capability that has been added to the “Assigned Resources” panel in the self service UI. So starting from ICO 2.4 FixPack 1 you are no longer obliged to log into the administrative UI to change the resources associated to an instance but, regardless of the underlying hypervisor, you can do it directly from the self service UI.
What else? If you were disappointed because of the fact that in ICO 2.4 there was no possibility to leverage Windows images on Amazon EC2 or on IBM SoftLayer, now the gap has been filled in: you can now deploy single instances and virtual System Patterns (classic) on Amazon EC2 and SoftLayer using either linux or windows operating systems, you can add volumes and resize instances.
Moreover on Amazon EC2 you can now deploy instances in a non default Virtual Private Cloud (VPC)
