New SMF Type30 fields and their usage in the IEFACTRT exit at zOS 2.4

Summary of SMF changes in zOS 2.4:
1.) SMF added additional fields to the TYPE30 sub-type 3 & 4 records, within the Storage and Paging section (SMF30SAP).
These new fields are to record the amount of TIOT space being used, and are defined as follows:
SMF30TIH - High water mark for the space used for entries within the TIOT control block
SMF30TIU - The current space used within the TIOT control block
SMF30TIS - The size of the TIOT available for device allocations (defined in parmlib member ALLOCxx via parameter TIOT SIZE)
2.) SMF is now passing an additional word of data to the IEFACTRT interface, referred to as WORD 14. This word will point to a 12-byte area that contains the TIOT information mentioned above, or it will contain ZEROs to indicate the data does not exist.

This modified exit can be used on a USE AT YOUR OWN RISK basis, and it is intended to be used at zOS 2.4 and above ONLY.
