In 220.127.116.11, there is a new attribute, cssFile, on RuiHandler and RuiWidget that makes it simple to reference a .css file in your project. Also, when you create a new Rich UI handler (using the provided wizard), the handler will be automatically associated with the default .css file in your project (which is created automatically when the project is created).
