When trying to add users to the tsmAdministrator role TSM accepts the change but when you try to save it responds with "The system is in maintenance mode. Please contact your administrator or try again later.". I am the administrator and I have no idea what this message means or what to do about it.
Discovered a global.lock lockfile in: <TIPHOME>\profiles\TIPProfile\config\cells\TIPCell\applications\isc.ear\deployments\isc\isclite.war\WEB-INF
Remove/Delete the file and user should be able to perform admin roles normally.
