Notes 9.0.1 on Windows 10
Being asked by a user for the question as titled but I cannot find appropriate answer from Google or IBM.COM.
All that I can found is about Notes standard configuration.
So I use Process Monitor for tracking where the contact list was stored in my testing environment,
Here's the output:

You should be able to find a file named st_ under Notes\Data folder.
Which is corresponding to following buddy list:
Notes 8.x/9.x Basic configuration embedded IM is equivalent to Sametime 6.5.1 which is rather old (10 years) and no longer maintained.

For your information, in order to get Notes basic configuration embedded IM to work, you should take following actions:
1. Add following parameter to notes.ini:
2. Set following line in sametime.ini on Community server:
VP_SECURITY_LEVEL=0 (Default value: 7000 only allows Sametime 7 or above to connect)
