APM Sybase agent was not available in the initial release of APM agents 8.1.4 and so it may be tricky for someone who wants to install it but has an old installation package for APM 8.1.4 agents.
This article is to clarify few points about this APM sybase agent.
If you cannot find the sybase agent in an installation package that you own, most likely you have a package which is too old.

Monitoring Agent for Sybase Server
The Sybase agent offers a central point of management for distributed databases. It collects the required information for database and system administrators to examine the performance of the Sybase server system, detect problems early and prevent them.
So you need to install at least APM 814 IF6 package for agents.
There you can find the part number based on the platform.
Follow the instructions above to download the package and see the readme for installation of the Interim Fix 6.
Among other things the README states:
Installing the agents
Agents are installed by using the installAPMAgents.sh script in the APM_Agent_Install_126.96.36.199.6 directory.
1. Untar the files into a desired directory.
2. Run the script as the root user without any parameters, prompts you to specify which agents to install.
You must accept the License agreement that is described by the licenses that are found in the ./licenses
Agents install into the /opt/ibm/apm/agent directory.
The installation log file is in /opt/ibm/apm/agent/logs/APM_Agents_install.log.
Agents installation is not supported to directory with IBM Cloud Application Performance Management agents up to fixpack 5
installed into /opt/ibm/ccm/agent. If you want to upgrade agents, specify different installation directory and configuration
will be migrated from /opt/ibm/ccm/agent to new install location.

Monitoring Agent for Sybase server
The Sybase server agent requires an instance name and additional information.
Edit the /opt/ibm/apm/agent/samples/sybase_silent_config.txt silent response file to change any configuration settings, and then run the script to configure the monitoring agent.
After saving the response file, enter the following command to configure the agent:
/opt/ibm/apm/agent/bin/sybase-agent.sh config <instance_name> /opt/ibm/apm/agent/samples/sybase_silent_config.txt
where <instance_name> is the name that you want to give to the instance.
