Object Group Editor does not start

I recently had a case where the 'Object Group Editor' refused to open. Going through the menu to the 'Object Group Editor' or via the 'Edit Managed System List', fails to open the 'Object Group Editor', and results in no window. This makes it impossible to edit managed system lists through the GUI, so you'd have to use the 'tacmd editsystemlist' command.
This problem can happen when application support for a custom agent has been added or deleted, and the MSL object is in an inconsistent state in the TEPS DB.
Beforehand it can help to delete the application support of custom agents which you are no longer using, in order to clean up the TEPS DB. You can use this procedure:
