It may happen that when starting TEPS the Eclipse Help Server does not start up.

Because of this, you may be unable to login into TEP and TEPS is not available in ITM Service Console.
This may occur in case you have a corrupted TEPS configuration file and IHS is no longer available.
To correct this you can:
stop TEPS and kill any remaining process (kfw* or kkf*)
Then append the following line into <ITMHome>/config/.ConfigData/kcqenv:
Finally restart TEPS.
