Using ITCAM for Transactions v7.4 with RPT or RFT workbench, the step to export a script from Rational worbench GUI :
File -> Export -> ITCAM for Transactions...
BWMEC0003E Unable to connect to Application Management Console on the host named <host name>. Ensure that the specified connection information is correct, and that the agent is running.
Although it's always possible that the AMC agent (kt3agent) was not up and running, or that there is a firewall seating between RPT and AMC agent machine, and that is blocking the JMX traffic on port 1976, most of the time the origin of the problem is an incompatibility between RPT version installed and the Rational Integration Support (RIS) package installed on/with it.
The RIS plugin, provided with ITCAM for Transactions Response Time V7.4.x install images (base image, or fixpack or IFix image) may not necessarily be compatible with RPT version in use.
It's always recommended to install on RPT the LATEST version of RIS available
When this blog was published (June 2018), latest/current RIS provided with ITCAM for Transactions Response Time V7.4.x install image is included in : 7.4.

here are some guidelines:
1. Check on RPT machine which version of RPT and of ITCAM for Transactions RIS plug-in you have installed… Example:
RPT: 126.96.36.199. here...
2. If you have not installed "ITCAM for Transactions Integration plug-in" (=RIS) v188.8.131.52 yet, uninstall current one from Windows Control Panel -> "Programs and Features".
Close RPT workbench GUI first, prior to uninstalling ITCAM for Transactions Integration plug-in
3. then use ITCAM4Tx 7.4 fixpack0002 package installer image, and install the Rational Integration Support v184.108.40.206 package on RPT:
4. Then attempt again to export again your RPT test script, from RPT Workbench TEST PERSPECTIVE view, following similar steps:
IMPORTANT : If you passed the above step, and reach the step below, where you get a list of Performance Test Projects are being displayed,
then the JMX communication between RPT machine and AMC machine is just fine.
If you get the BWMEC0003E error at the end of the process of exporting script(s),
it’s very likely a compatibility issue between RPT and RIS, and not a communication issue between RPT and AMC agent.
