IBM® z/VM® V7.1 offers a new release delivery and new function support cadence that gives clients an enhanced level of predictability for lifecycle management of their z/VM systems.
- Integrates the Single System Image (SSI) function into the base, at no additional cost, and withdraws the SSI feature.
- Increases the level of engagement with the z/VM user community.
- Enhances the dump process to reduce the time required to create and process dumps.
- Upgrades to a new Architecture Level Set. This requires an IBM zEnterprise® EC12 or BC12, or later
- Provides the base for additional functionality to be delivered as service after general availability.
- Enhances the dynamic configuration capabilities of a running z/VM system with Dynamic Memory Downgrade support.
Overview
z/VM V7 enters into a new era for delivering enhancements. With the adoption of the z/VM Continuous Delivery model for new function, IBM offers z/VM V7 clients the flexibility of selecting new functions delivered in the service stream, along with moving from one release to another release in the new two-year model. Though not centered around a release date, the z/VM Continuous Delivery model provides IBM schedule flexibility as IBM partners with the z/VM community in the development and delivery of new function.
To support continuous deployment of the new z/VM functions, z/VM V7.1 includes the SSI function as part of the z/VM V7.1 base at no additional cost. This helps z/VM users reduce planned outages of their Linux® workloads as they adopt the z/VM Continuous Delivery model. Single System Image (SSI) was a priced feature of z/VM V6 and offers Live Guest Relocation and single system maintenance. It gives IT professionals a mechanism to operate Linux virtual server images without suffering planned interruptions as they apply updates to their z/VM system.
With the availability of Dynamic Memory Downgrade, z/VM clients can now remove, and also add, memory allocated to a z/VM LPAR without disruption. The appeal of this capability increases with SSI now as part of the base z/VM product. SSI users can shift memory from one LPAR to another as part of a service or migration operation that requires an outage of an SSI member. Dynamically, it reallocates memory on a temporary basis to potentially achieve higher levels of service for a member of a SSI cluster that is hosting virtual machines that are transferred from another member in the cluster.

Description
Enhancements delivered in z/VM V7.1 include:
- z/VM Continuous Delivery model
By adopting this model, IBM helps clients to benefit faster from new functions and capabilities with the z/VM product. With this model, IBM changes the way z/VM function and service are delivered:
- New z/VM function, as Small Programming Enhancements (SPEs), are delivered in the service stream of the current Version 7 release. When a new release is introduced, SPEs are delivered on that release that goes forward and, with a few exceptions, the earlier release delivers corrective service only and no new function. When z/VM V7.1 becomes available, licensed users of z/VM V6.4 will receive only corrective service.
- Beginning with Version 7.1, IBM delivers z/VM releases on a fixed, 24-month cycle. These releases are a rollup of:
- Previously-released SPEs
- New function that is too disruptive or pervasive to ship in the z/VM service stream
- Fixes that were shipped in the service stream of the earlier release
- IBM services each z/VM release for 54 months.
- A z/VM release remains orderable for 18 months after the general availability of its follow-on release. This enables clients who are running older levels of z/VM the option of:
- Moving to the most current release, to receive new function SPEs
- Moving to the service-only release, to receive corrective service only
Clients are afforded the flexibility of moving from one service-only release to another, if they prefer not to receive new function in the service stream. For example, a z/VM V6.4 client has the option of moving to z/VM V7.1 up to 18 months after the general availability of z/VM V7.2. z/VM V6.4 will be orderable for 18 months after the general availability of z/VM V7.1. For ordering options, see your local IBM representative.
For planning purposes, z/VM V6.4 users receive corrective service six months after the general availability of z/VM V7.2. The planned release cycle for z/VM V7 means z/VM V6.4 service support overlaps the planned availability of z/VM V7.2 by six months. The same applies for future N releases six months after the N+2 release is generally available
- z/VM documentation that is
enabled for Continuous Delivery capability
Starting with z/VM V7.1, IBM enabled the z/VM documentation for Continuous Delivery capability to update topics in IBM Knowledge Center and publications in PDF format as the need arises. For more information, see the z/VM General Information manual (GC24-6286-10) on the z/VM Internet Library.
- Integration of z/VM SSI for continuous operation
SSI is included in the base of z/VM V7.1 at no additional cost. Previously, it was a priced feature of z/VM V6, and is withdrawn. Integrating and making SSI available at no charge is intended to help more clients reduce or shorten planned outages of their Linux workloads as they adopt the z/VM Continuous Delivery model for their z/VM systems.
SSI includes Live Guest Relocation and single system maintenance to give clients a mechanism to host Linux virtual server images without suffering interruptions as they apply updates to their z/VM system. Also, there will be no charge for Subscription and Support (S&S) for SSI with z/VM V7. For clients who are currently paying S&S charges for SSI on an earlier release of z/VM, IBM removes the SSI feature S&S charges for future S&S renewals for clients who have ordered z/VM V7. Client acceptance of the z/VM V7 order is permission for IBM to remove future SSI feature S&S renewals.
It is the clients' responsibility to verify that this charge has been removed with subsequent S&S renewals as there are no refunds or credits on S&S. Clients with any questions should contact their IBM representative.
- Improvements to the z/VM Dump process
Dump processing is enhanced to reduce the time required to create, process, and transmit data from SNAPDUMP and hard Abend dumps. By default, these dumps will be considerably smaller, thus requiring less space in both the system SPOOL and CMS file system. The increased efficiency of dump processing can help save time and resources, and removes an inhibitor to the deployment of z/VM configurations with large amounts of memory. The PTF for APAR VM66176 further reduces the time required to create a SNAPDUMP or HARD Abend dump.
- New Architecture Level Set
z/VM V7.1 includes an Architecture Level Set and requires IBM zEnterprise EC12 or BC12 or later systems.
- Dynamic ESM protection support for CPACCESS, CPTYPE, and CPVLOAD
Dynamic external security manager (ESM) protection support for the CPACCESS, CPTYPE, and CPVLOAD commands enables these commands to use the current dynamic command protection setting of the LINK command when validating the required LINK authorizations, and ensures the ESM will be called only when it is configured to handle LINK authorization requests.
- QUERY BYUSER support for class B users
This support provides privilege class B users the ability to issue the QUERY BYUSER command for other users, similarly to the function granted by privilege class E.
- SMAPI ESM authorization support
With the PTF for APAR VM66167, SMAPI provides the following ESM interaction:
- When an ESM is present, programs can use the ESM for all SMAPI authorization decisions at the same granularity used with the SMAPI existing authorization mechanism. The ESM logs the decision (or not) that is based on its active policy, without SMAPI knowledge or intervention.
- When an ESM defers its authorization decision to SMAPI, one of the following actions are taken based on a configuration option:
- SMAPI's authorization decision uses the existing authorization process. SMAPI calls the ESM to log the decision in the ESM-managed security log. SMAPI has no knowledge if the ESM audit logging is enabled or disabled.
- SMAPI treats the request as unauthorized.

- IBM z/VM Cloud Connector
The z/VM Cloud Connector is a development toolkit that manages z/VM host and virtual machines. It provides a set of RESTful APIs to operate z/VM resources. Upper layer cloud management solutions can consume these RESTful APIs directly to manage z/VM. For additional information, see the IBM z/VM Cloud Connector webpage.
- Dynamic Memory Downgrade
The flexibility to reassign (add and remove) system resources is critical to z/VM clients. Today's workloads are no longer static. Memory configuration requirements for z/VM images are highly variable due to the nature of constant changing demands within guest workloads. z/VM images may regularly require extra memory to handle short term increases in memory demands. Clients require a mechanism to remove this additional memory later once workload memory demands diminish. This action must be accomplished without requiring an IPL.
With the PTF for APAR VM66173, z/VM memory management enables dynamic removal of real memory from a running z/VM system. Clients can now reclaim unused real memory from an active z/VM partition. This makes it available to other partitions without an outage. Dynamic Memory Downgrade requires an IBM z14 system.

- Elliptic Curve Cryptography (ECC)
With the PTF for APAR PI99184, the z/VM TLS/SSL server is enhanced to improve security through the enablement of ECC cipher suites. ECC provides a faster, more secure mechanism for asymmetric encryption than standard RSA or DSS algorithms.

- RSCS Query System Service
With the PTF for APAR VM66174, the RSCS server is enhanced to provide a means to query the service level of each part that is included within the RSCS LOADLIB. A new RSCS query parameter is provided that will return the highest level PTF that is applied to each part within the running RSCS server. This eliminates ambiguity on whether service was applied.

- Interaction with the z/VM
community
- IBM has a long history of
working with clients to deliver capabilities to improve z/VM. IBM takes this interaction to a new level:
- z/VM clients may be enlisted as "Sponsor Users" to advise IBM throughout the design process for many z/VM development projects. These clients may also test early versions of the new support before its delivery to the marketplace to ensure their expectations are met or exceeded. IBM finds the Sponsor User relationship to be beneficial and is soliciting more z/VM clients to become involved in this process. - IBM publishes information about
many of its z/VM development
projects to help users decide if they want to volunteer as Sponsor Users and also to help the
community at large plan for the introduction of new z/VM function. This new level of communication between IBM and the z/VM user community facilitates discussion regarding
implications of the planned support, such as operational incompatibilities, changes to system
behavior, and software vendor impacts.

- IBM has a long history of
working with clients to deliver capabilities to improve z/VM. IBM takes this interaction to a new level:
- Deprecation of installation support
- Installation of z/VM on 3390
Model 3 DASD volumes is no longer supported in z/VM V7.1. Storage devices that are supported for installation
include:
- 3390 volumes with a minimum size of 10016 cylinders
- SCSI volumes with a minimum size of 6 GB
- The Open Systems Adapter/Support Facility (OSA/SF) is no longer included with z/VM. To customize the modes of operation of OSA features, clients should use OSA/SF on the Hardware Management Console (HMC).
- The VMSES/E MIGRATE command and related commands, which was first supplied with z/VM V5.2, are no longer provided or supported in z/VM V7.1. The upgrade installation process that was introduced with z/VM V6.3 can be used to upgrade supported z/VM levels to z/VM V7.1. The migration of customized data for components, features, or products from z/VM levels that are earlier to those supported by the upgrade installation process for z/VM V7.1 now must be performed by using locally developed procedures.
- Installation of z/VM on 3390
Model 3 DASD volumes is no longer supported in z/VM V7.1. Storage devices that are supported for installation
include:
- National languages support
- Messages and Help files are no longer translated into Japanese Kanji in z/VM V7.1 and are provided only in English.
- American English and uppercase English are the supported languages.
- z/VM 6.4 will no longer translate new or changed message that occur with service into Japanese Kanji. Instead, the messages will be delivered as uppercase English.
The following items are removed from z/VM V7.1 to satisfy the Statements of direction, which were previously announced in Software Announcement 216-075, dated October 25, 2016.
- z/VM Internet Message Access Protocol (IMAP) server.
- z/VM Graphical Data Display Manager (GDDM) interface to the X Window System (GDDMXD/VM).
- IEEE 802.3 Ethernet frame types for the z/VM Virtual Switch, 802.3 Ethernet frame formats that were removed from CP initiated Layer 2 ARP communications. CP will support only Ethernet II (DIX) frame formats for ARPs and any other initiated communications. This will not prevent Guest VM use of 802.3 Ethernet frame formats. For the TCP/IP server, all TCP/IP initiated ARP requests for OSD devices will use Ethernet II (DIX) frame format. LCS devices will continue to support 802.3 and DIX frame formats.
- Tape that is no longer supported as a media option for stand-alone dumps. The DUMPLOAD, DUMPLD2, and XLINK FORMAT utilities are updated to remove support for tape, and the HCPSADMP utility has been deleted.

Engine-based Value Unit pricing
Engine-based Value Unit pricing for z/VM V7.1 is designed to provide a decreasing price curve as hardware capacities and workload grow, which may help improve price/performance.
There may also be a price benefit when you grow your capacity. Additional capacity is not priced starting at the base with a higher price per unit. Instead, additional capacity is priced starting at the capacity (engines) on which z/VM V7.1 has already been installed.
Note: Value Units of a given product cannot be exchanged, interchanged, or aggregated with Value Units of another product.
IPLA and Subscription and Support considerations
A no-charge Subscription and Support registration record will be established for each designated machine where z/VM V7.1 is running. These no-charge Subscription and Support registration records will be linked to the billable Subscription and Support, and all billable Subscription and Support within the scope of the engine-based Value Units aggregation will be linked together.
Subscription and Support is an annual charge and should be kept at an annual term.
Product positioning
The z/VM hypervisor extends the capabilities of the hardware from the standpoint of sharing hardware, that includes high performance encryption enablement, virtualization, and communication resources. Together with IBM Wave for z/VM (IBM Wave), the comprehensive management solution for z/VM-based, virtual Linux server environments, the z/VM hypervisor makes it easy to extract the maximum value from IBM Z hardware capabilities:
- Virtualization savings
- Operational efficiency
- Floor space and power savings
- Optimal qualities of service
This virtualization technology is designed to enable organizations to run hundreds to thousands of Linux servers in a highly secure environment on a single mainframe, by running systems in parallel with other IBM Z operating systems, such as:
- z/OS® and z/VSE®
- As a large-scale enterprise Linux-only server solution on IBM Z servers or LinuxONE servers
With z/VM and its management of the infrastructure for Linux, clients can reduce the time between deciding on the acquisition of new servers and then implement them because new servers can be easily deployed in a matter of minutes. With this powerful capability, clients can launch new products and services without the exhaustive planning for, purchasing, installing, and configuring new hardware and software that can be associated with conventional discrete hardware servers. Development groups that need test environments, which are built and rebuilt rapidly to enable them to efficiently deliver their projects, while handling change management in the process, can also benefit from this unique advantage.
The following capabilities are several key strengths of IBM Z or LinuxONE servers and z/VM:
- Virtualization capabilities are more mature and robust than for other combinations of hardware and hypervisor.
- SSI enables users to share all system resources with high levels of resource utilization. This extends the pool of resources that can be managed by administering multiple instances of z/VM as if they are one integrated system.
- Live Guest Relocation allows movement of a running Linux guest from one member of an SSI cluster to another without the need to shut down the server. This allows maintenance of the z/VM hypervisor without having to shut down Linux servers. This extends the availability of IBM Z and LinuxONE servers to the z/VM environment.
- High-performance encryption support of data-in-flight and data-at-rest.
- Exploiting z/VM Virtual Switch technologies may make Linux networking significantly simpler and reduce the physical resource requirements.
- Full-volume disk backup enables local recovery or disaster recovery when used in conjunction with related IBM products and offerings.
- z/VM is easy to customize at the base installation level with only a relatively small number of configuration files. When z/VM is configured properly, longer periods of time between planned outages may be achieved.
Advanced virtualization features, such as live guest relocation with IBM Z, Linux ONE, z/VM, and Linux on IBM Z or LinuxONE, help to provide an efficient infrastructure for deploying private clouds to support workloads that scale both horizontally and vertically at a lower total cost of ownership.
With the z/VM and IBM Z or LinuxONE security-rich environment that includes high performance encryption enablement, clients' most valuable information can be protected. This helps to reduce organizational and reputational risk. Designed to work with IBM Z and LinuxONE servers, z/VM provides advanced security features that can deliver client value. The security certification of z/VM helps ensure the security of sensitive data and business transactions with appropriate isolation between virtual machines.
High-performance encryption support of data-in-flight and data-at-rest
To help ensure data-at-rest mode stays safe and secure, z/VM supports the use of the IBM Full Disk Encryption (FDE) feature of the IBM DS8000®, the ability of guests to use encrypted tape, and numerous cryptographic options available for host and guest access. To help ensure data in flight stays safe and secure, z/VM supports encrypted paging. Ciphering occurs as data moves between active memory and a paging volume owned by CP. Encrypted paging can be enabled and disabled dynamically.
The TCP/IP for z/VM TLS/SSL server facilitates security-rich and private conversations between z/VM servers and external clients. With z/VM support for TLS 1.2 and SHA-2 hashing, a z/VM server can use the latest cryptographic protocols in a FIPS 140-2 compliant mode to help communicate securely with a client without a change to the server itself.
z/VM makes the Crypto Express6S feature, a tamper-resistant cryptographic coprocessor, available to guests with either dedicated access for use in both secure-key or clear-key operations or shared access for clear-key operations. z/VM can virtualize IBM Z cryptographic devices so they can be shared by many Linux systems and supports the z13 and z14 limit for greater than 16 domains for the Crypto Express6S feature. With shared access, z/VM can also balance the workload across multiple cryptographic devices. Should one device fail or be brought offline, z/VM can transparently shift Linux systems by using that device to an alternate cryptographic device without user intervention.
Statement of general direction
Stabilization of z/VM support for the IBM EC12 and BC12 server family
z/VM V7.1 is the last z/VM release that is planned to support the EC12 or BC12 family of servers. Consequently, either an IBM z13® or an IBM z13s® will be the required minimum level of server for future z/VM releases. Discontinuance of support for separately ordered Environmental Record Editing and Printing Program (EREP) licensed product
z/VM V7.1 is planned to be the last z/VM release to support EREP as a separately orderable and serviceable IBM licensed product. EREP functionality will continue to be delivered as part of the z/VM offering.

Prerequisite requirements
PTFs for the following APARs are required for the z/VM base components in Version 6.2. These APARs provide support for maintaining the highest level of common parts in a mixed release z/VM Single System Image.

The PTFs for the following APARs are required to be applied to z/VM in support of z/VM V7.1 as follows:
- APAR VM65846 is required for V6.2, V6.3, and V6.4 in support of the removal facility indicator and must be applied before a z14 machine is part of an SSI cluster.
- APAR VM65867 must be applied to V6.2 and V6.3 in an SSI cluster that also includes V7.1.
- APAR VM65923 provides infrastructure support and must be installed on all members of an SSI cluster before any member is running with the PTF for RACF® APAR VM65930 (included in V7.1).
- APAR VM65976 provides infrastructure support and must be installed on all members of an SSI cluster before any member is upgraded to V7.1 (or a V7.1 member is added to the cluster).

- Shared-DASD complex requirements
In a shared-DASD complex, a single Directory Maintenance Facility (DirMaint) server with a single source directory can manage the object directory on up to 56 z/VM systems, if the DirMaint executable code disks and source directory disk are shared among all the systems. The DirMaint, Function Level 710 (FL710) is required to support the shared-DASD complex within the shared-DASD complex, all z/VM systems must be running the same DirMaint FL710 service level. Therefore, you must be licensed for the DirMaint FL710 feature on any z/VM V7.1 system in the complex.

It delivers a wide range of performance metrics that are related to z/VM and Linux instances that run as z/VM guests. The Linux workloads reveal how they are performing and affecting z/VM and each other, including those in a Single System Image.
Tivoli OMEGAMON XE on z/VM and Linux enable clients to compare Linux operations side by side with detailed performance metrics from other important systems. Both active and passive monitoring of Linux guest systems are available. With Dynamic Workspace Linking, clients can easily navigate between Tivoli Enterprise Portal . Historical data capture and reporting can assist in problem determination and capacity planning.

Limitations
- z/VM V7.1 operates only on z14 Models M01, M02, M03, M04, M05, and ZR1, LinuxONE Emperor I and II, LinuxONE Rockhopper I and II, z13, z13s, and zEnterprise servers.
- Linux and OpenSolaris are the only guest operating systems z/VM will support on IFL processors (other than z/VM V4, V5, V6, and V7 themselves).

Client responsibilities
z/VM V7.1 Subscription and Support (S&S)
To order z/VM V7.1, you must use the SDO, program number 5741-A10. The z/VM base system, any ordered optional z/VM features, and any ordered SDO licensed products are delivered as part of the z/VM SDO.
If you want the level of service provided under the IBM ICA license agreement with IBM Z and z/VM licensed products, you are strongly encouraged to order the program number for z/VM S&S (5741-SNS). This program number provides enhanced support that includes telephone assistance (voice support for defects during normal business hours) and access to updates, releases, and versions of the program for as long as support is in effect. z/VM S&S will be automatically added to your order. If you do not desire the S&S license for z/VM and/or the optional features of DirMaint, RSCS, RACF Security Server, or the Performance Toolkit feature, you must take specific action to decline this support.
To host Linux guests, you must obtain a Linux distribution for IBM Z. See the Linux in IBM Z website for information about the IBM Linux distributor partners. See the IBM Technical Support for Linux website for information on those Linux distributor partners that have a marketing relationship with IBM.

You will receive a Memo to Users for the optional feature or program product. The Memo to Users includes the instructions for enabling use of the products.

High Level Assembler (5696-234)
The High Level Assembler (5696-234) or an equivalent product is required for z/VM to change exit routines or perform local modifications for an IBM VM product or vendor product.
The High Level Assembler is available for use with Linux on IBM Z on IFL processors as a programming request for price quotation (PRPQ). A PRPQ must be submitted to purchase the High Level Assembler for z/VM and Linux on IBM Z (5799-TCQ) and for its annual Subscription and Support (5799-TCR).

The z/VM V7.1 product package is distributed with the following:

The restricted source and the PL/X source are not orderable or shipped with z/VM V7. Both are available as no-charge downloads from IBM Resource Link®.
If you are not registered with Resource Link, you will be required to register for a user ID and password. You must also be licensed for z/VM V7.1 and entitlement will be verified when you request the source code. After approval, you will receive instructions describing how to download the code.
Security, auditability, and control
The announced program uses the security and auditability features inherent in the virtual machine and the System/370, ESA/370, and ESA/390 architectures, and z/Architecture®. The security and auditability of z/VM V7 are the same as for ESA/390 and z/Architecture.
The client is responsible for evaluation, selection, and implementation of security features, administrative procedures, and appropriate controls in application systems and communication facilities.

Pricing metric description
The products and features in this announcement have one pricing metric - Value Units based on the number of processors. Value Unit pricing with a decreasing one-time charge (OTC) price per engine, subject to the tiers as documented in Value Unit Exhibit VUE021, is available for the z/VM V7.1 optional features of DirMaint, RSCS, RACF Security Server, and the Performance Toolkit for VM for S&S entitlements at initial order of z/VM V7 or its features. Value Units of a given product cannot be exchanged, interchanged, or aggregated with Value Units of another product.
Engine-based Value Unit pricing of z/VM V7 is different than MSU-based Value Unit pricing, which is available on other IBM software products.

Value Unit pricing for the z/VM V7.1 S&S and its optional, priced features provides a lower price per processor as more Value Units are licensed with z/VM V7 and the optional, priced features. Clients may aggregate the capacity for all the processors running z/VM V7 and the optional, priced features across the enterprise to achieve a more economical price. There may also be a price benefit when clients increase their capacity. Additional capacity is not priced starting at the base with a flat price per unit. Instead, additional capacity is priced starting at the capacity on which z/VM V7 has already been installed, which may result in a lower unit price for the z/VM V7.1 S&S and the optional, priced features.
Engine-based Value Unit pricing is designed to provide a lower entry price and a decreasing price curve as hardware capacities and workload grow, which may help improve price/performance. Engine-based Value Unit pricing is different than MSU-based Value Unit pricing, which is available on other IBM software products. Value Unit pricing may help clients:
- Add capacity and workload with an incremental and improved price.
- Manage software costs better.
- Aggregate licenses acquired across machines that are part of their enterprise.
If the client purchased an S&S contract for the z/VM V4, V5, or V6 optional features of DirMaint, RACF Security Server, RSCS, and the Performance Toolkit for VM, the client is entitled to a no-charge upgrade to those same optional features on z/VM V7.1.
Translation from Processor to Value Units
The total number of engine-based Value Units is calculated according to the following example.
If the client has installed six processors and will be operating z/VM V7.1 on all six processors, the applicable Value Units would be:
- (3 * 10) + (3 * 9) = 57 Value Units

When ordering z/VM V7.1 to operate on standard processors (CPs) for a single server within the enterprise, you must specify Value Units equal to the Value Units to cover the number of standard processors (CPs) on your server.
For a single server in an enterprise, the number of Value Units that are ordered for any optional feature to operate on standard processors must be equal to the number of Value Units that are ordered for the base z/VM V7 product operating on standard processors.
When ordering z/VM V7.1 to operate on IFL processors for a single server within the enterprise, you must specify Value Units equal to the Value Units to cover the number of IFL processors on your server.
For a single server in an enterprise, the number of Value Units that are ordered for any optional feature to operate on IFL processors must be equal to the number of Value Units ordered for the base z/VM V7 product operating on IFL processors.
The optional features DirMaint, RSCS, RACF Security Server, and the Performance Toolkit for VM are preinstalled on the base system media. Ordering these features establishes a license for entitlement purposes and will ship a Memo to Users for the optional features ordered. If you intend to use DirMaint, RSCS, RACF Security Server, or the Performance Toolkit for VM, now or at a later date, you must establish a license for billing.

Ordering z/VM V7.1 using the SDO
Starting August 17, 2018, price proposal information is available for z/VM V7.1. Orders for the z/VM V7.1 SDO can be placed on September 18, 2018, or later, if you wish to have that order fulfilled with z/VM V7.1, you will need to specify a customer requested arrival date (CRAD) of September 21, 2018, or later. Orders for Version 7.1 may not be scheduled to ship before September 21, 2018, must use the z/VM V7.1 SDO packaged offering, (5741-A10). The z/VM base system, any ordered optional z/VM features, and any ordered SDO licensed products will be delivered as part of the z/VM SDO.
IBM recommends internet delivery. However, if you still require physical media, you can choose DVD.
With the ordering of z/VM V7.1, you will receive a system deliverable DVD or electronic media image containing the program code for z/VM V7.1, an IPLA and License Information Document (LID) one copy o each publication available for z/VM V7.1 as listed in the Packaging section of this announcement.
Examples
- Example 1. You currently do not have z/VM V7 licensed for any IBM Z server within your enterprise. Your engine-based Value Units for licensing z/VM V7.1 (5741-A09) are 0.
If you will be running z/VM V7 (running Linux for IBM Z) on a single server having 2 IFL processors and no standard processors (CPs), the capacity to be licensed in engine-based Value Units would be (2 * 10) or 20 resulting in a total of 20 Value Units of 5741-A09.
- Example 2. You currently are licensed for and running z/VM V7 on a single IBM Z server with two IFL processors and no standard processors (CPs). Your engine-based Value Units for 5741-A09 are 20.
If you will be adding 2 IFL processors to this IBM Z server, the additional z/VM V7 licensing capacity to be specified in engine-based Value Units would be (1 * 10) + (1 * 9) or 19 resulting in a total of 39 Value Units of 5741-A09.
- Example 3. You currently are running z/VM V7 on the IFL processors of a single IBM Z server having six standard processors (CPs) and three IFL processors (running Linux for IBM Z). Note that z/VM V7 is not running on any of the standard processors (CPs). Your engine-based Value Units for 5741-A09 are 30.
If you will be adding 2 standard processors (CPs) and 4 IFL processors to this IBM Z server, the additional z/VM V7 capacity to be specified in engine-based Value Units would be (3 * 9) + (1 * 8) or 35 resulting in a total of 65 Value Units of 5741-A09.
- Example 4. You currently do not have z/VM V7 licensed for any IBM Z server within your enterprise. Your engine-based Value Units for licensing 5741-A09 are 0.
If you will be licensing and running z/VM V7 on the IFL processors of a IBM Z server having 2 IFLs, and on another IBM Z server within your enterprise you will license and run z/VM V7 on both processor types of a IBM Z server having 1 standard processor and 2 IFL processors, the z/VM V7 license capacity to be specified in engine-based Value Units would be (3 * 10) + (2 * 9) or 48 that results in a total of 48 Value Units due to aggregating the licenses within the enterprise.
Support for z/VM V7.1
Program Name: z/VM Subscription and Support
Program Number: 5741-SNS
Support for z/VM V7 is provided and licensed under the IBM International Agreement for Acquisition of Support (Z125-6011).
This 5741-SNS order establishes entitlement records l and also support for z/VM V7.1 or the optional features. If a 5741-SNS order is declined, you will only be entitled to support under the basic warranty for z/VM V7.1 (5741-A09).
The z/VM S&S provides:
- Corrections that fix substantial deviations of unmodified products from the then-current code, publications, and informal documentation (that is, release notes and memos).
- Software product updates that are improvements, extensions, and other changes IBM, at its discretion, deems to be reasonable.
- Recommended Service Updates (RSUs), new versions, and new releases at no additional charge.
- Technical support:
- A reasonable amount of remote assistance via telephone, mail, facsimile (fax), or email to address suspected IBM program defects, where available, during normal IBM business hours from Monday through Friday, except local holidays. Exceptions from normal IBM business hours are Severity 1 (high impact) problems. Support for high impact suspected IBM defects is available 24 hours a day, 7 days a week.
- Temporary fixes for problems (where known), where they exist.
On-site (local) support, although available, is provided as part of the IBM portfolio of fee-based services.
z/VM S&S annual support charges, based on the number of Value Units specified, will be automatically added to your order. If you do not desire the S&S license for z/VM and/or the optional features of DirMaint, RSCS, RACF, or the Performance Toolkit for VM feature, you must take specific action to decline this support.
A no-charge S&S registration record will be established on each designated machine where z/VM V7 and the priced, optional features of DirMaint, RSCS, RACF, and the Performance Toolkit for VM feature are running. These no-charge S&S registration records will be linked to the billable S&S and all billable S&S within the scope of the engine-based Value Units aggregation will be linked together.
Within the scope of an enterprise aggregation, the number of Value Units ordered for the S&S license must equal the number of Value Units ordered for the OTC license(s).
National language translation
When you order z/VM V7.1, the national language translation files for message repositories, help files, and other panels or files are included with the system. Messages will no longer be translated into Japanese Kanji Languages included are American English and uppercase English.
To receive the translated help files for DFSMS/VM in Kanji, you must order the no-charge optional DFSMS/VM feature using the z/VM V7 SDO.
Preinstalled products and features
- EREP and ICKDSF
The prerequisite no-charge products EREP (5654-260) and ICKDSF (5684-042) are preinstalled on the base product system deliverable. If you intend to use EREP or ICKDSF now or at a later date, you must establish a license for billing and shipment of publications by placing an order for each of these products. Because the product code is already preinstalled, your order should indicate that shipment of media should be suppressed for these products. This can be accomplished by including the Delivery Option feature number 3471 (Ship Documentation Only), which designates the shipment of publications only.
- Language Environment
Language Environment is integrated into the base of z/VM V7.1, at the same level as was packaged with z/VM V6.2.
- HCD and HCM
HCD and HCM provides a comprehensive I/O configuration management environment, similar to that available with the z/OS operating system. HCD and HCM is delivered preinstalled into the base of z/VM V7.1, enabled for use, and is available at no additional charge.
- OpenExtensions Shell and Utilities
OpenExtensions Shell and Utilities is included in z/VM V7.1 with no licensing or billing requirements.
- CMS Utilities
CMS Utilities is included in z/VM V7.1 at no additional charge.
- TCP/IP for z/VM and NFS
The TCP/IP base and the Network File System (NFS) feature of TCP/IP are delivered preinstalled, enabled for use, and are available at no additional charge.
- DirMaint, RSCS, RACF Security Server, and the Performance Toolkit for VM feature priced optional features for z/VM V7.1
DirMaint, RSCS, RACF Security Server, and the Performance Toolkit for VM feature are preinstalled in a disabled state.
Pricing is based on engine-based Value Units, and the features can be licensed on IFL and standard processor processors. If you intend to use any one of these features, now or at a later date, you must establish a license for billing and shipment of publications. Enablement instructions are provided in the Memo to Users provided with each feature to allow enablement of the feature for use on your system. A license is established by placing an order for the feature.
On/Off CoD
z/VM V7.1 is eligible for On/Off CoD with a temporary use charge calculated based on processor-per-day use.

The information provided in this announcement letter is for reference and convenience purposes only. The terms and conditions that govern any transaction with IBM are contained in the applicable contract documents such as the IBM International Program License Agreement, IBM International Passport Advantage® Agreement, and the IBM Agreement for Acquisition of Software Maintenance.
Licensing
IBM International Program License Agreement including the License Information document and Proof of Entitlement (PoE) govern your use of the program. PoEs are required for all authorized use.
Software Maintenance
The IBM Agreement for Acquisition of Software Maintenance (Z125-6011) applies for Software Subscription and Support (Software Maintenance) and does not require client signatures.
These programs are licensed under the IBM Program License Agreement (IPLA) and the associated Agreement for Acquisition of Software Maintenance, which provide for support with ongoing access to releases and versions of the program. These programs have a one-time license charge for use of the program and an annual renewable charge for the enhanced support that includes telephone assistance (voice support for defects during normal business hours), as well as access to updates, releases, and versions of the program as long as support is in effect. IBM Z Operational Support Services - SoftwareXcel is an option if you desire added services.

Limited warranty
IBM warrants that when the program is used in the specified operating environment, it will conform to its specifications. The warranty applies only to the unmodified portion of the program. IBM does not warrant uninterrupted or error-free operation of the program or that IBM will correct all program defects. You are responsible for the results obtained from the use of the program.
IBM provides you with access to IBM databases containing information on known program defects, defect corrections, restrictions, and bypasses at no additional charge. For further information, see the IBM Software Support Handbook.
IBM will maintain this information for at least one year after the original licensee acquires the program (warranty period).
Program technical support
Technical support of a program product version or release will be available for a minimum of two years from the general availability date, as long as your Software Subscription and Support (also referred to as Software Maintenance) is in effect.
This technical support allows you to obtain assistance (by telephone or electronic means) from IBM for product-specific, task-oriented questions regarding the installation and operation of the program product. Software Subscription and Support (Software Maintenance) also provides you with access to versions, releases, and updates (CD releases, Long Term Support Releases or fixes) of the program. You will be notified, through an announcement letter, of discontinuance of support with six months' notice. If you require additional technical support from IBM, including an extension of support beyond the discontinuance date, contact your IBM representative or IBM Business Partner. This extension may be available for a fee.

Money-back guarantee
If for any reason you are dissatisfied with the program and you are the original licensee, you may obtain a refund of the amount you paid for it, if within 30 days of your invoice date you return the program and its PoE to the party from whom you obtained it. If you downloaded the program, you may contact the party from whom you acquired it for instructions on how to obtain the refund.
For clarification, note that for programs acquired under any of IBM's On/Off Capacity on Demand (On/Off CoD) software offerings, this term does not apply since these offerings apply to programs already acquired and in use by you.

Software Subscription and Support applies
Yes. During the Software Subscription and Support period, for the unmodified portion of a program, and to the extent problems can be recreated in the specified operating environment, IBM will provide the following:
- Defect correction information, a restriction, or a bypass.
- Program updates: Periodic releases of collections of code corrections, fixes, functional enhancements and new versions and releases to the program and documentation.
- Technical assistance: A reasonable amount of remote assistance by telephone or electronically to address suspected program defects. Technical assistance is available from the IBM support center in the organization's geography.
Additional details regarding Technical Assistance, which includes IBM contact information, are provided in the IBM Software Support Handbook.
Software Subscription and Support does not include assistance for:
- The design and development of applications.
- Your use of programs in other than their specified operating environment.
- Failures caused by products for which IBM is not responsible under the IBM Agreement for Acquisition of Software Maintenance.
Software Subscription and Support is provided only if the program is within its support timeframe as specified in the Software Support Lifecycle policy for the program.
For operating system software, the revised IBM Operational Support Services - SoftwareXcel offering will provide support for those operating systems and associated products that are not available with the Software Subscription and Support (Software Maintenance) offering.

Sub-capacity pricing terms and conditions
To be eligible for sub-capacity pricing, the machine on which the eligible products are installed and running must be eligible for sub-capacity pricing terms and conditions. Software can be priced at less than full machine capacity for eligible products. Sub-capacity pricing for eligible products is based on the current program pricing methodology, but the number of processors will be determined based on the sum of processors for all partitions where the program is defined (used). To obtain pricing at less than full machine capacity for eligible products, you are required to:
- Install and use, when available, the IBM License Metric Tool (ILMT), which installs with eligible IBM programs.
- Install available updates to the operating system and eligible products such that license use can be accurately managed.
- Determine if the use of sub-capacity pricing terms results in a reduced requirement for entitlements; you can reallocate the entitlement difference by distributing entitlements across a larger or different set of systems, or reserve them for future growth. There will be no refunds for these freed up entitlements. Subscription, Software Maintenance and support volumes, and entitlements for existing contracts will continue at the same levels as the acquired licenses.
Effective July 17, 2017, z/VM is eligible for sub-capacity pricing.
