Technology Transition Offerings for the IBM z13s offer price-performance advantages

Overview |
Complementing the information in the announcement of the IBM® z13s (z13s) server in Hardware Announcement AG16-0002, dated February 16, 2016, IBM makes available:
- A new Technology Transition Offering (TTO) called Technology Update Pricing for the z13s
- Revisions to the Technology Update Pricing for the z13 offering and two revised Transition Charges for Sysplexes or Multiplexes offerings
Technology Update Pricing for the z13s uses the reporting mechanisms and existing Millions of Service Units per hour (MSU) tiers of the Advanced Entry Workload License Charges (AEWLC) pricing metric while extending the software price-performance provided by AEWLC.
Technology Update Pricing for the z13s applies only to eligible z/OS®, z/TPF, and z/VSE® operating systems and their associated middleware programs when running on a single, stand-alone z13s server. It also applies to all these operating systems and their associated middleware programs when running in a z/VM® guest environment. For details, refer to the Programs eligible for AEWLC section. Entry Workload License Charges (EWLC) and the Midrange Workload License Charges (MWLC) license options are not available for a z13s server.
The revisions to the Technology Update Pricing for the z13 offering and the two Transition Charges for Sysplexes or Multiplexes offerings apply only to eligible z/OS and z/TPF operating systems and their associated middleware programs, when running in an aggregated Parallel Sysplex® or a Loosely Coupled Complex, respectively, or when clients have implemented Country Multiplex Pricing.
Benefits of Technology Update Pricing for the z13s:
- Reduces AEWLC pricing on the z13s as compared to AEWLC on the IBM zEnterprise® BC12 (zBC12) and IBM zEnterprise 114 (z114) servers
- Offers sub-capacity or full-capacity implementation
Benefits of the revisions to Technology Update Pricing for the z13:
- Offers actively coupled Parallel Sysplexes, Loosely Coupled Complexes, or Country Multiplexes that consist entirely of z13s or IBM z13 (z13) servers the benefit of aggregated Technology Update Pricing for the z13
Benefits of revisions to Transition Charges for Sysplexes or Multiplexes:
- Offers actively coupled Parallel Sysplexes, Loosely Coupled Complexes, or Country Multiplexes with different generations of server hardware technology partial benefits of Technology Update Pricing for the z13 in proportion to the size of the sysplex, complex, or multiplex, or partial benefits of Technology Upgrade Pricing for Advanced Workload License Charges (AWLC) in proportion to the percentage of the z13s server and other IBM zEnterprise server capacity in the sysplex, complex, or multiplex

Description |
Technology Update Pricing for the z13s (TU4)
When stand-alone z13s servers are priced with AEWLC, these servers receive a reduction to AEWLC pricing, which is called Technology Update Pricing for the z13s.
Technology Update Pricing for the z13s is a monthly-license-charge price structure available for eligible software programs running on a z13s server. Technology Update Pricing for the z13s applies to z/OS operating system software and many of its associated middleware software programs, such as CICS®, DB2®, and IMS. For details, refer to the Programs eligible for AEWLC section.
Technology Update Pricing for the z13s also applies to the z/TPF and z/VSE operating systems and associated middleware software programs. For details, refer to the Programs eligible for AEWLC section.
As an enhancement to AEWLC, which was announced in Software Announcement AP13-0303, dated July 23, 2013, Technology Update Pricing for the z13s may be implemented in full-capacity or sub-capacity mode, under the terms previously available.
- Full-capacity: Monthly charges for Technology Update Pricing for the z13s-priced programs are based on the total MSU capacity of the z13s server. To view the IBM MSU ratings for the z13s servers, refer to the Mainframe Exhibits section of the IBM z Systems Software Contracts website.
- Sub-capacity: Monthly charges for Technology Update Pricing for the z13s-priced software programs are based on the highest number of MSUs utilized by the combined logical partitions (LPARs) in which the Technology Update Pricing for the z13s program executes during a reporting period. LPAR MSU utilization is measured by the Sub-Capacity Reporting Tool (SCRT) using the highest observed rolling four-hour average MSUs utilization. If choosing sub-capacity pricing, you must use SCRT to generate sub-capacity reports and submit these reports to IBM each month. Your additional responsibilities under sub-capacity pricing are specified in the ICA Attachment for Advanced Entry Workload License Charges (Z125-8755).

The number of MSUs used to determine the MSUs of a stand-alone z13s server are based on the announced, IBM full-capacity ratings that can be found on the Mainframe Exhibits section of the IBM z Systems Software Contracts website.
Technology Update Pricing for the z13 (TU3)
When all the servers in an actively coupled Parallel Sysplex or in a Loosely Coupled Complex are z13s or z13 servers priced with AWLC, or in a Multiplex priced with Country Multiplex License Charges (CMLC), these servers receive a reduction to AWLC or CMLC pricing, which is called Technology Update Pricing for the z13, previously announced in Software Announcement AP15-0001, dated January 14, 2015.
Transition Charges for Sysplexes or Multiplexes offerings
Throughout this announcement, the phrase, "TTO-eligible environment" refers to eligible z/OS and z/TPF operating systems and their associated middleware programs, when running in the following configurations priced with AWLC or CMLC:
- In an aggregated z/OS Parallel Sysplex with a z13s server
- In an aggregated z/TPF Loosely Coupled Complex with a z13s server
- In a Country Multiplex with a z13s server
The Transition Charges for Sysplexes offerings, previously announced in Software Announcements AP15-0001, dated January 14, 2015, and AP12-0297, dated August 28, 2012, are updated to include the z13s in two variations:
- Transition Charges for Sysplexes or Multiplexes (TC2)
When two or more servers consisting of one or more z13, z13s, zEC12, or zBC12 servers with one or more z196 or z114 servers comprise a TTO-eligible environment, those servers receive a reduction to AWLC or CMLC pricing across the TTO-eligible environment. This reduction provides a portion of the price-performance benefit related to Technology Update Pricing for AWLC (TU1) based on the proportion of z13, z13s, zEC12, or zBC12 server capacity within the TTO-eligible environment.
- Transition Charges for Sysplexes or Multiplexes (TC3)
When two or more servers consisting of one or more z13 or z13s servers with one or more zEC12 or zBC12 servers comprise a TTO-eligible environment, those servers receive a reduction to AWLC or CMLC pricing across the TTO-eligible environment. This reduction provides a portion of the price-performance benefit related to Technology Update Pricing for the z13 (TU3) based on the amount of server capacity within the TTO-eligible environment.
Rules for MSUs under TTOs
All MSUs used in determining any TTO reductions exclude capacity related to specialty engines, unassigned capacity, and temporary capacity such as, but not limited to, Capacity Back Up, Capacity for Planned Events, and On/Off CoD.

All terms and conditions associated with Technology Update Pricing for the z13s sub-capacity pricing, the ICA Attachment for Advanced Entry Workload License Charges, and the IBM Customer Agreement apply.
In conjunction with software programs implemented with Technology Update Pricing for the z13s, programs that have Tiered Workload License Charges (TWLC) will continue to be charged using TWLC. These programs have one, flat monthly charge per IBM z Systems server, based on a tiered structure.
System z® New Application License Charges (zNALC) and Select Application License Charges (SALC) remain available for their respective eligible programs under their respective terms and conditions on servers with Technology Update Pricing for the z13s.
AEWLC terms and conditions described in the ICA Attachment for Advanced Entry Workload License Charges (Z125-8755) apply to Technology Update Pricing for the z13s.
The Supplement for Technology Transition Offerings to Attachment for IBM System z Advanced Workload License Charges and to Attachment for IBM System z Advanced Entry Workload License Charges and to Attachment for Country Multiplex Pricing and to IBM System z Machines Exhibit (Z125-3901) document is updated for the four TTOs, which consist of Technology Update Pricing for the z13s (TU4), Technology Update Pricing for the z13 (TU3), and the two revised Transition Charges for Sysplexes or Multiplexes program offering variations (TC2 and TC3).
AWLC terms and conditions described in the following documents apply to Technology Update Pricing for the z13 and both Transition Charges for Sysplexes or Multiplexes offering variations:

Parallel Sysplex License Charges (PSLC) are available as an alternative charge metric for eligible software programs running on a z13s server in an actively coupled Parallel Sysplex or Loosely Coupled Complex. If available for your specific configuration, you have a choice of selecting either Technology Update Pricing for the z13 or PSLC, but not both, for your IBM software programs within the z/OS or z/TPF operating system families on a z13s server.
In conjunction with software programs implemented with PSLC, System/390® Usage Pricing remains available for your respective eligible programs under System/390 Usage Pricing terms and conditions.
