IBM Enterprise COBOL for z/OS is a leading-edge, z/OS-based compiler that helps you create and maintain mission-critical, line-of-business COBOL applications to execute on your z/OS systems. Enterprise COBOL for z/OS continues to give you access to CICS, DB2, IMS, and other transactional and data systems.
Over the course of multiple releases, Enterprise COBOL for z/OS offered new and enhanced functions to provide you with the tools needed to modernize and maintain applications to meet your critical business needs. The following are some of the new and improved features delivered within this release:
- Added increased compiler capacity so you can compile large programs
- Support for generation of JSON texts
- New and changed COBOL statements for increased functionality
- New and changed COBOL options for increased flexibility
- Changed application programming interfaces (APIs) in the Language Environment® (LE) vendor interface
- Performance tuning for a number of COBOL statements

Description |
Enterprise COBOL for z/OS V6.1 incorporates leading-edge code generation and optimization technology to maximize hardware utilization, and help improve application performance. Version 6.1 delivers new COBOL statements, new and changed compiler options, and changed APIs while adding capacity and performance improvements.
Capacity improvements
The capacity of the compiler internals are expanded to allow for the compilation and optimization of large programs. You can now use Version 6.1 to compile much larger programs that include COBOL programs that are created by code generators.
New COBOL statements
- ALLOCATE statement
The ALLOCATE statement obtains dynamic storage.
- FREE statement
The FREE statement releases dynamic storage previously obtained with an ALLOCATE statement
- JSON GENERATE statement
The JSON GENERATE statement converts data to JSON format.
Changed COBOL statements
- Enhanced INITIALIZE to support the 2002 and 2014 COBOL standards
The INITIALIZE statement sets selected categories of data fields to predetermined values. The INITIALIZE statement is functionally equivalent to one or more MOVE statements. New clauses from the 2002 and 2014 COBOL Standards are added as follows:
- WITH FILLER
- TO VALUE
- THEN TO DEFAULT
New COBOL options
- VSAMOPENFS(COMPAT|SUCC)
This new compiler option allows you to change File Status=97 into File Status=00 for certain VSAM OPEN statements
- SUPPRESS|NOSUPRESS
This new compiler option enables or disables the SUPPRESS phrase of COPY statements
Changed COBOL options
- SSRANGE(ZLEN|NOZLEN)
This new suboption for SSRANGE allows a 0-length reference modification
- ZONECHECK
The diagnostic message for the ZONECHECK(MSG) compiler option is improved by adding the data item contents for the offending data item and also adding the program name of the program that contained the offending data item.

ZONEDATA. New suboption, NOPFD, is added to the ZONEDATA compiler option. ZONEDATA(NOPFD) tells the compiler to generate code that performs comparisons of zoned decimal data in a manner similar to previous COBOL versions to help tolerate cases of invalid zoned decimal data.
Removed or replaced COBOL options
- Compile option LVLINFO has been removed and instead, IBM supplies
the compiler build information. This build level information is placed
in locations that previously held the following LVLINFO data:
- Listing header
- Signature information bytes
- ADATA field called PTF Level
Changed application programming interfaces (APIs)
- LE Vendor Interface - IGZXAPI
The IGZXAPI is enhanced with the new function code 8 to request information about a COBOL program's WORKING-STORAGE section.
Changed runtime behavior
WORKING-STORAGE section is acquired from HEAP storage, and is managed more efficiently by initializing it when the corresponding COBOL program is being called. The STORAGE run time option will affect the WORKING-STORAGE section. In previous versions, the WORKING-STORAGE section was initialized when the program object is being loaded, regardless of whether the COBOL program will actually be called later. Also, sometimes WORKING-STORAGE was not acquired from HEAP, and in those cases the STORAGE option did not affect WORKING-STORAGE.
Performance improvements
- Reduced storage requirements and performance tuning is implemented in Table SORT.
- Performance tuning is done for INSPECT, UNSTRING, and SEARCH ALL

Enterprise COBOL for z/OS, V6.1 in this announcement is supported for use only with the announced and currently supported levels of IBM software in the previous list. Enterprise COBOL for z/OS, V6.1 should continue to work with certain earlier, unsupported IBM software products.
IBM will undertake to fix problems found by using Enterprise COBOL for z/OS, V6.1 in this announcement with the earlier mentioned, unsupported product levels. IBM must be able to reproduce the problem using a supported level of the same product. If the problem can be reproduced and fixed, the fix will be developed and tested using supported levels of IBM software. If a fix is made available, it is likely to work on the unsupported product level; however, IBM cannot guarantee that the fix will work with the unsupported product.
Compatibility
Enterprise COBOL for z/OS, V6.1 provides a high level of source compatibility, object compatibility, and runtime compatibility with earlier versions of IBM COBOL.
Enterprise COBOL V6.1 is source compatible with earlier versions of IBM COBOL. This means that the compiler will compile correct COBOL source programs that were developed using Enterprise COBOL V5, Enterprise COBOL V4, or earlier, with the exception of obsolete functions that were removed and the addition of new reserved words. The removed functions include obsolete COBOL language syntax and obsolete compiler options. Complete details on removed obsolete functions are documented in the Enterprise COBOL for z/OS Version 6.1 Migration Guide. IBM does not expect that many applications will be affected by the removed functions, which in practice are no longer heavily used. To assist in migration, a new compiler option FLAGMIG is added to Enterprise COBOL V4.2 through the service stream. This option delivers warning diagnostics to flag use of obsolete syntax and options in existing COBOL programs.
Enterprise COBOL V6.1 is object compatible with earlier versions of IBM COBOL, in that applications can be constructed by using a mixture of object modules that are compiled with Version 6.1 and those compiled with earlier versions. Both static calls (calls within a link-edited module) and dynamic calls (calls between programs link-edited as separate modules) can be used. The following are exceptions:
- Interoperation with object modules that are compiled with OS/VS COBOL (5740-CB1) is no longer supported.
- Interoperation with object modules that are compiled with VS COBOL II (5688-958) is limited to programs compiled with the RES compiler option. Interoperation with VS COBOL II programs that are compiled with the NORES option is no longer supported.
Enterprise COBOL V6.1 is runtime compatible with earlier versions of IBM COBOL. This means that COBOL programs using valid data will continue to produce the same runtime results after being recompiled with Enterprise COBOL for z/OS V6.1. A small number of exception cases are documented in th e Enterprise COBOL for z/OS Version 6.1 Migration Guide.

Customization options are not applicable to this offering.
Unlicensed documentation
A Program Directory (GI13-4526) and Licensed Program Specification (GI13-4532) are supplied automatically with the basic machine-readable material. No other hardcopy publications are shipped with the product.
Subsequent updates (technical newsletters or revisions between releases) to the publications shipped with the product will be distributed to the user of record for as long as a license for this software remains in effect. A separate publication order or subscription is not needed.
Single Version Charging
To elect single version charging, you must notify and identify to IBM the prior program and replacement program, and the machine the programs are operating on.
SVC for qualified programs is offered for a period not to exceed 12 months from the date of the SVC fee waiver.
For migration from Enterprise COBOL for z/OS Version 4 (5655-S71) or before, to Enterprise COBOL for z/OS Version 5 (5655-W32) or from Enterprise COBOL for z/OS Version 4 (5655-S71) or before to Enterprise COBOL for z/OS Version 6 (5655-EC6) the SVC period is 18 months.
For all other migrations including migration form Enterprise COBOL for z/OS Version 5 (5655-W32) to Enterprise COBOL for z/OS Version 6 (5655-EC6), the SVC period remains at a period not to exceed 12 months."
Customized Offerings
Product deliverables are shipped only through CBPDO and ServerPac. These customized offerings are offered for Internet delivery in countries where Shopz product ordering is available. Internet delivery reduces software delivery time and allows you to install software without the need to handle tapes. Sub-capacity charges for VWLC products
Sub-capacity charges for VWLC products are based on product LPAR utilization capacity. Product LPAR utilization capacity for a VWLC product is the highest number of MSUs utilized by the combined LPARs in which a VWLC product runs concurrently during a reporting period. The number of MSUs is based on the highest observed rolling 4-hour average utilization used by the combination of the relevant LPARs during the reporting period.
Sub-capacity charges terms and conditions
z Systems software charges at less than full machine capacity for eligible VWLC products apply when z/OS is running in z/Architecture (64-bit) mode on an IBM z Systems 900, no other MVS-based operating system is licensed to that server, and the required information is provided by the customer in accordance with the applicable terms.
Sub-capacity charges for a VWLC product is based on the utilization of the LPARs where/when the product executes. To obtain charges at less than full machine capacity for VWLC products, the customer is required to:
- Sign and abide by the terms of the Attachment for IBM z Systems Workload License Charges - (Z125-6516).
- Obtain the latest version of the Sub-Capacity Reporting Tool.
- Install any VWLC product and IBM e(logo)server z Systems 900 Licensed Internal Code (LIC) service required for sub-capacity charging. Required service will be listed on the z Systems Software Pricing website.
- Collect SMF data as required by the Sub-Capacity Reporting Tool. Retain the collected SMF data for a period of not less than six months.
- Use the IBM provided Sub-Capacity Reporting Tool to process the collected SMF data. The Sub-Capacity Report produced by the tool is used to determine required license capacity for the VWLC products. Required license capacity is determined based on the largest MSU value of a VWLC product running concurrently in all LPARs during the reporting period. IBM reserves the right to request the system data that supports these product-defined capacity values for a period of up to six months after the data was collected.
- Provide an initial Sub-Capacity Report to begin to receive the benefits of less than full machine capacity charges. Sub-capacity charging will follow submission of a Sub-Capacity Report. There will be no retroactive application of sub-capacity charges.
- Submit Sub-Capacity Reports monthly.
- Submit Sub-Capacity Reports for all VWLC products with complete
data for the entire reporting period to the email address and by the
date specified in the current IBM z Systems Workload License Charges
Exhibit (Z125-6324) and on the z Systems Software Pricing website.
Sub-Capacity Reports that reflect a changed product defined capacity will be considered to be orders placed by the customer without further action on the customer's part, and IBM is authorized to make any resulting billing increase or decrease. To place an order for a new license or to discontinue licenses, move licenses between machines, report a hardware model upgrade, or enable or disable product features, the customer must contact IBM or their IBM Business Partner.
- Configure the machine to send weekly Transmit System Availability Data (TSAD) to IBM via the IBM z Systems 900 Remote Support Facility (RSF). If the machine cannot connect via the RSF, provide this TSAD via an alternate means documented in the z/OS publication, Planning for Workload License Charges at the IBM z Systems Software Pricing website.
