    • Building on its pervasive encryption capabilities, IMS 15.3 takes advantage of the IBM z16™ enterprise platform to deliver the capability to manage the privacy of customer data, simplifying compliance certifications by enabling IBM z/OS data set encryption of IMS data with minimal CPU overhead and no application changes.
    • Overflow Sequential Access Method (OSAM) encryption enables a greater portion of your data to be automatically encrypted, providing security-rich access to your IMS data without additional work.
  • Improved troubleshooting:
    • With Data Privacy in Diagnostics, IMS 15.3 enables you to remove private identifiable information before shipping diagnostic information to IBM.
    • With Data Definition Language (DDL) Audit Trail, IMS 15.3 provides IMS database administrators (DBAs) or IMS system programmers the ability to collect audit information related to changes made to IMS metadata and view what resource changes were made with DDL, by whom and when, in an easily readable form.
  • Increased storage:
    • Fast Path users may now increase the DEDB AREAs up to 9999, which allows clients to store up to 5x more data than before. A single DEDB can grow the database from 8.1 TB of data to 40 TB, with a single enhancement.
  • Enhanced performance:
    • With recent enhancements to IMS 15.3, an IMS application developer can:
      • Configure IMS dependent regions (MPP, BMP, IFP) to support interoperability between 31-bit COBOL and 64-bit Java to expand memory and process more data without a full rewrite
      • Make Resource Access Control Facility (RACF®) calls at the region level for IMS transactions being sent to IBM Db2®
      • Submit DDL, with the IMS Native z/OS DDL Utility (zDDL) without having to implement any additional infrastructure like IMS Connect and Open Database Manager (ODBM)
      • Implement nonstructural changes to the IMS catalogue without taking the catalogue offline
      • Run the Catalogue Purge Utility while IMS is on-line, so there's no sacrifice when it comes to availability

While cloud computing continues to expand and IT infrastructure increasingly becomes synonymous with cloud infrastructure, IMS 15.3 brings further enhancements to streamline your digital transformation journey to the cloud. Using the continuous delivery model, IMS delivers both functional enhancements and product maintenance as soon as they become available, enabling you to innovate faster and remain agile.

The expansive integration capabilities of IMS, coupled with its legendary qualities of service and reputation, enable you to transform your IT infrastructure, including IMS, into your cloud infrastructure. IMS delivers the availability, scalability, and performance that are required for enterprise and integrated on-premises and hybrid cloud environments. IMS is also open and connected, enabling your organization to extend, connect, and innovate with trusted IMS applications, transactions, and data.

IMS 15.3 is offered through the continuous delivery support model that was announced in October 2017 in which both functional enhancements and product maintenance are delivered to market when ready rather than on a version schedule. This new delivery approach makes it easier for you to stay as current as possible and adopt new function as your business needs require. Periodically, new function and maintenance PTFs are consolidated into a single package for ease of installation for clients migrating from prior versions and carry a new release number.

  • Java Database Connectivity (JDBC) Hex and Binary Literal Support provides hex and binary literal support in SQL queries running against the IMS Universal drivers.
  • "Do not stop IMS Fast Path transaction and program on application abend" gives you the option with DFSNDMX0 exit to not stop an IMS transaction and program running in a message-driven IFP region after an application abend.
  • 31-bit COBOL and 64-bit Java Interoperability provides the ability to configure IMS dependent regions that will support interoperability between 31-bit COBOL and 64-bit Java.

OTMA Enhanced Storage Management

The OTMA lightweight transaction pipe (TPIPE) function is included in IMS 15.3 to reduce the amount of storage that is needed for each TPIPE by dynamically allocating the associated ITASKs only when needed. Additionally, the dynamic storage for OTMA input processor is not allocated when the input ITASK does not exist. By reducing the storage requirement, the back-end IMS in a shared-queues environment can support more TPIPEs and avoid reaching the TPIPE flood limit quickly. It also benefits IMS in a non-shared-queues environment by only allocating TPIPE-related storage that is needed.

The OTMA lightweight TPIPE function can be enabled by specifying the LITETP=YES parameter in the DFSOTMA descriptor in the DFSYDTx PROCLIB member.

LITETP = NO | YES specifies whether the OTMA lightweight TPIPE function is enabled. NO specifies that OTMA lightweight TPIPE is disabled. This is the default for IMS cold start. YES specifies that OTMA lightweight TPIPE is enabled. When enabled, TPIPEs created in a shared-queues back-end IMS to process front-end input transactions use less storage, thereby allowing that IMS to support more TPIPEs. A DFS7411I message is issued on IMS start to indicate this function is enabled.

IMS support for z/OS Workload Interaction Correlator

z/OS Workload Interaction Correlator is delivered through z/OS APAR OA57165. z/OS Workload Interaction Correlator gathers statistics from participating applications and generates System Management Facilities (SMF) type 98 records. With APAR PH15062, IMS becomes a participating application and registers with z/OS Workload Interaction Correlator during initialization.

If registration succeeds, IMS delivers statistics to z/OS Workload Interaction Correlator through an SMF exit, BPEMTX00.

  • Message processing program (MPP) regions and Java Message Processing (JMP) regions record elapsed time and CPU time, both standard and IBM System Z zIIP, for each normally completed transaction.
  • SMF then logs type 98 records with subtype 1025 to record these statistics.
  • New macro DFSSR98A maps the type 98 subtype 1025 record content. DFSSR98A is also used by the IBM z/OS Workload Interaction Navigator (zWIC) in the generation of graphical reports.

If registration fails, message DFS7431I is issued.

Pervasive Encryption for IMS OSAM Databases 64-bit Support

Pervasive Encryption for IMS OSAM Databases 64-bit Support modifies the OSAM Media Manager requests so that Media Manager supports 64-bit addresses. Parameters were added to the Media Manager requests to tell Media Manager to allocate its internal Media Manager Interface Blocks (MMIBs) and Extent Description Blocks (EDBs) in 64-bit storage. The address of the MMIB is returned to IMS on the Media Manager CONNECT request and must be passed as input on subsequent Media Manager calls. All modules that reference the MMIB were changed to support a 64-bit address and to switch to AMODE 64 when referencing and updating the MMIB. This APAR enhances the OSAM linear data set (LDS) data set formatting logic to format one cylinder at a time, as needed, in the IMS on-line environment.

Performance Enhancement for IMS Transaction Manager and Db2 Customers Using RACF

Most Open Transaction Manager Access (OTMA) or Advanced Program-to-Program Communications (APPC) clients use the CHECK security option to gain performance benefits. This security option does perform point-of-entry validation using the cached accessor environment element (ACEE) but does not create an ACEE once per message in the dependent region that processes the message. When the dependent region connects to Db2, there is no ACEE passed to Db2 for the External Subsystem Attach Facility (ESAF) calls. This complicates the security administration to clients when there is no ACEE passing to Db2 for the ESAF calls. The same issue occurs for non-OTMA and non-APPC messages because most users do not code a DFSBSEX0 user exit to request ACEE create for the ESAF calls.

The dependent region address space level ACEE is always present, and IMS does not need to manage, create, or delete it. IMS could, optionally, pass the dependent region address space level ACEE to Db2 at ESS Signon, if no ESAF_SIGNON_ACEE is present and no thread level ACEE is present in TCBSENV. Db2 supports this in the Signon Exit parameter list. This eliminates the overhead of creating and deleting an ACEE once per transaction.

A new optional keyword Region Level ACEE (RLA=) has been added to the SSM= proclib member for the Db2 subsystem. The accepted parameter is Y or N. When RLA=Y is specified for a Db2 entry in SSM= proclib member, the region level ACEE is passed to Db2 at ESS Signon if there is no ESAF_SIGNON_ACEE present and no ask Control Block (TCB) level ACEE present. This function is disabled by default. RLA= is a keyword-only parameter. It cannot be specified as a positional parameter.

DBRC Staging Directory Command support

This capability provides the ability to register a new database with DBRC and verify changes before importing changes to the active directory.

The following DBRC commands have been changed to support the staging catalogue directory. New mutually exclusive keywords ACTIVE and STAGING are added. This capability adds new keywords STAGING|ACTIVE to the following DBRC RECON commands so that Managed ACB users can use either the staging directory or the active directory for the databases specified by them:

  • INIT.DBDS
  • CHANGE.DBDS
  • NOTIFY.REORG
  • INIT.DB
  • INIT.PART
  • CHANGE.PART

Mutually exclusive, optional keywords specify whether the active or staging catalogue directory is to be used. These keywords cannot be explicitly specified if DBDLIB is to be used. If the directory is being used, the active directory is read by default. ACTIVE specifies that the command uses the specified active IMS catalogue directory. STAGING specifies that the command uses the specified staging IMS catalogue directory.

Nonstructural Catalogue Changes Without an Outage

Prior to this enhancement, IMS could not deliver a nonstructural change to the IMS catalogue database (DFSCD000) without taking the catalogue offline. This enhancement allows IMS to deliver nonstructural changes to the IMS catalogue database for clients that use IMS Managed ACBs. Clients implement the change using the IMPORT DEFN SOURCE(CATALOGUE) command without requiring a database recovery facility (DBR) outage of the IMS catalogue database.

Catalogue Record Purge Utility

The Catalogue Record Purge Utility (DFS3PU10) is enhanced to allow the purging of nonactive and nonpending instances from the catalogue while IMS is on-line. Active and pending instances can only be deleted when IMS is offline. If the Catalogue Record Purge Utility attempts to purge an active or pending instance, it will be rejected with message DFS4550W.

IMS Catalogue API Enhancement

The IMS catalogue interface API (DFS3CATQ) is enhanced to allow access to more than one IMS directory at a time. The catalogue interface API is enhanced to support up to 36 concurrent FUNCTION=OPEN requests.

  • The FUNCTION=OPEN request changes the fourth character of the DD name prefix to locate a DD that is not is use. If DD name is not in use, it will be used by that request until the corresponding FUNCTION=CLOSE is issued.
  • Thirty-six attempts using a character from ranges A-Z and 0-9 will be attempted. If allocation is unsuccessful, the FUNCTION=OPEN requests will end with return code x'00000024' and reason code x'0000002C'.

Maximum number of AREAs is increased to 9999

This enhancement enables IMS Fast Path users to define up to 9999 AREAs under a data entry database (DEDB), which used to be limited to 2048 AREAs. With this enhancement, clients can grow a single DEDB database to roughly 40 TB of data rather than the previous limit of roughly 8.1 TB of data.

IMS DB Fence

In a replication environment, it is possible that an unintentional update can happen at a standby site, making the data inconsistent with the active site. The IMS DB Fence enhancement provides a way to authorize selective users to make updates at the standby site. A new keyword Read-or-Replication only (RREPL) is added to determine the result of an update being made to a database.

Data Definition Language (DDL) Audit Trail in Readable Format

With this enhancement, an IMS professional, such as a DBA, IMS system programmer, or a security auditor, can view what resource changes were made with DDL, by whom and when, in an easily readable format.

GSAM Library Builder Utility

The IMS catalogue Library Builder Utility (DFS3LU00) is enhanced to create GSAM database descriptors (DBD) and program specification blocks that contain GSAM PCBs and sources of them.

IMS Native z/OS DDL Utility (BMP support)

This enhancement uses the IMS Data Definition utility (DFS3ID00) to submit DDL SQL statements natively without the need of IMS Connect and ODBM address spaces. The IMS Data Definition utility runs as a BMP region. To run the IMS Data Definition utility, the following prerequisites must be met: IMS 15.3 or later; IMS management of ACBs is enabled; and 64-bit virtual storage is available.

JDBC Hex and Binary Literal Support

This enhancement provides hex and binary literal support in SQL queries running against IMS Universal drivers. It uses hex and binary literals in INSERT, UPDATE, SELECT, and DELETE statements to directly use bytes as parameter values.

  • Examples of supported literal formats:
    • Binary: 0b00000100, b'00000100', B'00000100'
    • Hex: 0xF1F1F1, x'F1F1F1', X'F1F1F1'
  • Example queries:
    • SELECT * FROM TABLE WHERE HEX_VALUE = 0xF1F2 and HEX_VALUE3 = x'F1F1' and HEX_VALUE4 = X'F2F1'
    • SELECT * FROM TABLE WHERE BIN_VALUE = 0b00000100 and BIN_VALUE3 = b'00000100' and BIN_VALUE4 = B'00000100?

Do not stop IMS Fast Path transaction and program on application abend

Prior to IMS 15.3, the Non-Discardable Messages exit routine (DFSNDMX0) exit does not support the IMS Fast Path Program (IFP) region to control the transaction and program status on the occurrence of abends.

DFSNDMX0 has been enhanced to support the message-driven IFP regions operation. Due to the Fast Path architecture and way of operation, all return codes of the DFSNDMX0 exit are not supported for IFP regions operation. Return codes 0 and 4 will be supported while return codes 8, 12, and 16 will not be supported. Return codes other than 0 and 4 will be treated as 0.

NDMTRNST is the transaction status flag. The allowed values that can be specified for NDMTRNST for IFP regions can number 1 through 7. However, if NDMTRNST=4 (PSTOP) is specified and transaction is defined as Fast Path exclusive, it will be ignored and the transaction status will be set to STOP. This behavior is consistent with the way IMS handles a PSTOP command issued against a Fast Path exclusive transaction. The recommended value for NDMTRNST is 1, which enables the Do not stop Transaction and Program. For both return codes 0 and 4, the transaction and program will not be stopped.

To enable calling the NDMX exit for IFP regions, code the new optional parameter and keyword NDMX_CALLED_FOR=(IFP(Y)) on the USER_EXITS section of the DFSDFxxx member.

New optional keywords Message processing region (MPR), Java message processing (JMP), BMP, and IFP are available to choose if the exits of type NDMX are called when an application ABENDs occur in one of these specific dependent regions.

31-bit COBOL 64-bit Java Interoperability

A new option, JVM=3164, is added to support language environment (LE) 31-bit and 64-bit interoperability. When this option is specified, a 64-bit Java Virtual Machine (JVM) is loaded so that 31-bit COBOL code can interoperate with 64-bit Java code. This contrasts with the existing JVM=31, for a purely 31-bit LE environment that supports 31-bit COBOL, and 31-bit Java and JVM=64, for a purely 64-bit LE environment that supports 64-bit Java.

IMS support for IBM Z Security and Compliance Center

Security and compliance are top priorities for IBM and its clients. But the process to collect evidence of information security controls and demonstrate compliance to auditors is manual and time-consuming.

The IBM Z Security and Compliance Center (zSCC) helps centralize monitoring of compliance-related tasks and provides an interactive view of these tasks and potential severity of control deviations. zSCC is designed to help you streamline tracking and reporting of your internal compliance process as follows:

  • Automate collection and validation of relevant facts from key areas of IBM z/OS and Linux® platforms, tracked over time with a browser-based dashboard.
  • Predefined profiles will identify potential deviations through built-in goal validation that help demonstrate to auditors the details around the severity of controls deviations from Payment Card Industry Data Security Standard (PCI-DSS) and National Institute of Standards and Technology (NIST) SP800-53.

In IMS 15 with APAR PH42600, Operations Manager (OM) and IMS Connect address spaces, which have configuration parameter settings that are compliance audit related, copy and consolidate internal compliance audit settings into new source-shipped control blocks. These address spaces provide the address of their compliance data blocks using a z/OS name/token with a specific, documented name of "BPECOMPLIANCEDAT". Macros mapping these blocks are included in the IMS SDFSMAC data set. Any product that performs security audit compliance checks may use these new compliance data blocks to obtain the previously inaccessible compliance audit data from OM and IMS Connect.

One such product, IBM Security® zSecure Suite 2.5.0 with APAR OA63173 (PTF UJ08291), will capture the compliance data in the OM and IMS Connect blocks and make it available for compliance tests and display under ISPF or in batch reports. zSCC externalizes this data to SMF 1154 subtype 85, 86, and 87 records and uses the SMF 1154 records to evaluate the compliance state, which can be displayed on the Security zSecure Suite dashboard.

IMS is committed to a continuous delivery roadmap that delivers regular capability updates. The following table lists the enhancements included in the current IMS 15.3 release that were shipped through continuous delivery:

For existing IMS 15 clients to move to IMS 15.3, obtain the IMS 15.3 Release Marker PTF (APAR PH44771) and apply the PTF as you would any other PTF to move to IMS 15.3. Applying the Release Marker PTF facilitates the enabling of IMS Native z/OS DDL Utility (BMP Support).

For any existing IMS V15 clients wanting to remain on IMS 15.2, do not apply the IMS 15.3 Release Marker PTF. Clients remaining on IMS 15.2 will not be able to exploit specific IMS 15.3 capabilities until the IMS 15.3 Release Marker PTF is applied.

Capability
The IMS Native z/OS DDL Utility is an IMS 15.3 capability that is enabled by the IMS 15.3 Release Marker PTF.

All other capabilities in this announcement are enabled for IMS 15.

IBM IMS Tools

IMS Tools provide on-demand, application-specific solutions for database management, transaction management, and performance management. Designed to optimize data across your enterprise, IMS Tools deliver the reliability and affordability you need to help increase the value of your IMS environment.

IBM IMS Administration Tool for z/OS helps you easily identify obsolete instances of DBDs and PSBs within the IMS catalogue. With the IMS enhancements to the Catalogue Record Purge Utility (DFSPU10), IMS Administration Tool for z/OS has been enhanced to support purging these obsolete instances while IMS is on-line. This enhancement is provided in the fix for APAR PH40909.

In parallel with IMS, IBM IMS Fast Path Solution Pack for z/OS has been updated to support up to 9999 AREAs under a DEDB.

Three IBM IMS Tools have been updated to exploit the new STAGING option for DBRC commands, enhancing their ability to support environments with IMS Managed ACBs:

  • IMS Database Reorganization Expert for z/OS (see APARs PH30139 and PH35323)
  • IMS HALDB Toolkit for z/OS (see APAR PH22310)
  • IMS High Performance Load for z/OS (see APAR PH35322)

IMS offers an open and connected platform that can be integrated both on-premises and in cloud environments, which allows clients to experience all the benefits and security of the mainframe, with the innovation of the cloud.

IMS 15 complements IBM CICS, IBM Db2 for z/OS, and IBM WebSphere servers for enterprise database and transaction management. Expansive integration capabilities help position IMS at the centre of a multitier enterprise architecture. IMS operational data can be accessed by business intelligence (BI) and analytics tools. IMS data can be accessed directly or propagated and replicated with relational data in support of BI. IBM offerings include standard application interfaces and drivers to access IMS and other data. Both relational data and hierarchical IMS data can be efficiently accessed, together or independently, by using the IMS Transaction Manager, CICS, and WebSphere servers. IMS Transaction Manager offers application management, data storage, and data access, and applies strict rules for this access.

IBM and IMS continue to support new levels of tooling and integration. Enterprise clients can use IBM z/OS Connect, IBM Developer for z/OS, IBM Application Discovery and Delivery Intelligence, and other offerings to maintain and enhance trusted IMS applications and develop web applications. Using the IMS Universal Database drivers, WebSphere applications can access IMS database data directly by using industry-standard, Java database connectivity (JDBC) and SQL.

Support lifecycle policy updates

All IMS Version 15 offerings adopt the continuous delivery (CD) support model. The CD support model allows IBM to make new function available to IMS clients more frequently. The new support model is implemented for IMS as follows:

  • Both new function and product maintenance will be made available through PTFs, in keeping with IBM delivery mechanisms for IBM Z software offerings. Clients should stay up to date with the installation of available PTFs to obtain the latest updates.
  • Periodically, both new function and maintenance PTFs will be consolidated into a single package for ease of installation for clients migrating from prior versions. Each of these packages will carry a new release number (that is, each of these packages will have a new "V.R.M," where "V" is the version and "R" is the incremental release number for each update). An additional modification level qualifier ("M") will be used if necessary.
  • Both new function and maintenance PTFs will be released in between availability of the consolidated packages mentioned above. Clients already on the current version will not need to reinstall the offering; instead, these clients can move up to the current level by applying a PTF that effects a change in the V.R.M number for tracking and reporting purposes.
  • Each new consolidated package, that is, each new V.R. or, if used, V.R.M, within the version offers a minimum of two years of support, plus an additional minimum of one year of support extensions.
  • Some IBM products on the CD support model offer a Long Term Support Release (LTSR), a defining feature of which is that no new function is delivered on the LTSR. No LTSR is available for IMS at this time; both new function and fixes will be continuously delivered on the version. However, the minimum timeframe for support offered for past versions through the enhanced lifecycle policy still applies to the version as a whole, with a minimum of five years of support for the version, plus a minimum of three years of support extensions.
  • When end of service is approaching, IBM will publish an announcement about the end of service date. The effective date for end of service will be a minimum of 12 months from the date of that announcement. Support extensions are available after the effective end of service date according to the timeframes referenced above.

IMS 15 runs only in IBM z/Architecture® mode on an IBM System z10® processor, or higher. IMS 15.3 runs only in z/Architecture mode on an IBM System z10 processor or later. IMS 15.3 is the last IMS release that supports running on an IBM System z10 EC or BC (machine type 2097 or 2098) or an IBM System z196 or z114 (machine type 2817 or 2818).

Software requirements

The following minimum version, release, or modification levels are supported for interoperation with IMS 15 while these versions remain available and supported by IBM:

  • z/OS V2.3 (5650-ZOS), or later
    • z/OS V2.3 and V2.4 APARs OA57570 and OA57633 for data privacy for diagnostics support for IMS 64-bit storage
    • z/OS V2.3 and V2.4 APAR OA57165 for IBM z/OS Workload Interaction Correlator support
    • DFSMS 2.3 APAR OA51385 for OLDS zHyperWrite support
    • DFSMS 2.3 APAR OA60688 for z/OS data set encryption support
  • RACF, included in a separately orderable Security Server feature of z/OS V2.3, or equivalent, if security is used
  • IBM High-Level Assembler Toolkit, a separately orderable feature of z/OS V2.3
  • Java Development Kit (JDK) 8, if using IMS Universal drivers or Java dependent regions

Continuous delivery (CD) support

Technical support of a program product version or release will be available for a minimum of two years from the planned availability date, as long as your Software Subscription and Support is in effect.

This technical support lets you obtain assistance (by telephone or electronic means) from IBM for product-specific, task-oriented questions regarding the installation and operation of the program product. Software Subscription and Support also provides you with access to versions, releases, and updates (CD releases, Long Term Support Releases or fixes) of the program.

You will be notified, through an announcement letter, of discontinuance of support with 14 -months' notice.

If you require additional technical support from IBM, including an extension of support beyond the discontinuance date, contact your IBM representative or IBM Business Partner. This extension may be available for a fee.

The information provided in this announcement letter is for reference and convenience purposes only. The terms and conditions that govern any transaction with IBM are contained in the applicable contract documents such as the IBM International Program License Agreement, IBM International Passport Advantage® Agreement, and the IBM Agreement for Acquisition of Software Maintenance.

Licensing

IBM International Program License Agreement including the License Information document and Proof of Entitlement (PoE) govern your use of the program. PoEs are required for all authorized use.

Software Maintenance

The following agreement applies for Software Subscription and Support (Software Maintenance) and does not require client signatures:

  • IBM Agreement for Acquisition of Software Maintenance (Z125-6011)

These programs are licensed under the IBM International Program License Agreement (IPLA) and the associated Agreement for Acquisition of Software Maintenance, which provide for support with ongoing access to releases and versions of the program. These programs have a one-time license charge for use of the program and an annual renewable charge for the enhanced support that includes telephone assistance (voice support for defects during normal business hours), as well as access to updates, releases, and versions of the program as long as support is in effect.

IBM Technology Support Services - Support Line for IBM Z is an option if you desire added services.

Limited warranty

IBM warrants that when the program is used in the specified operating environment, it will conform to its specifications. The warranty applies only to the unmodified portion of the program. IBM does not warrant uninterrupted or error-free operation of the program or that IBM will correct all program defects. You are responsible for the results obtained from the use of the program.

IBM provides you with access to IBM databases containing information about known program defects, defect corrections, restrictions, and bypasses at no additional charge. For further information, see the IBM Support Guide.

IBM will maintain this information for at least one year after the original licensee acquires the program (warranty period).

Program technical support

Technical support enables you to obtain assistance (by telephone or electronic means) from IBM for product-specific, task-oriented questions regarding the installation and operation of the program product as long as your Software Subscription and Support (also referred to as Software Maintenance) is in effect. Software Subscription and Support (Software Maintenance) also provides you with access to versions, releases, and updates (CD releases, LTSRs, or fixes) of the program. You will be notified, through an announcement letter, of discontinuance of support with 12 months' notice.

Information Management System 15.3 is available as a CD release. IBM will investigate defects on any supported level. Defect fixes are provided for a CD release for 12 months from the planned availability date or while it remains one of the two most recent CD releases, whichever is longer.

For additional information about the IBM Software Support Lifecycle Policy, see the IBM Software Support Lifecycle Policy website. If you require additional technical support from IBM, contact your IBM representative or IBM Business Partner. An extension of support beyond the discontinuance date might be available for a fee.

Money-back guarantee

If for any reason you are dissatisfied with the program and you are the original licensee, you may obtain a refund of the amount you paid for it, if within 30 days of your invoice date you return the program and its PoE to the party from whom you obtained it. If you downloaded the program, you may contact the party from whom you acquired it for instructions on how to obtain the refund.

For clarification, note that for programs acquired under any of IBM's On/Off Capacity on Demand (On/Off CoD) software offerings, this term does not apply since these offerings apply to programs already acquired and in use by you.

Software Subscription and Support applies

Yes. During the Software Subscription and Support period, for the unmodified portion of a program, and to the extent problems can be recreated in the specified operating environment, IBM will provide the following:

  • Defect correction information, a restriction, or a bypass.
  • Program updates: Periodic releases of collections of code corrections, fixes, functional enhancements and new versions and releases to the program and documentation.
  • Technical assistance: A reasonable amount of remote assistance by telephone or electronically to address suspected program defects. Technical assistance is available from the IBM support centre in the organization's geography.

Additional details regarding Technical Assistance, which includes IBM contact information, are provided in the IBM Support Guide.

Software Subscription and Support does not include assistance for:

  • The design and development of applications.
  • Your use of programs in other than their specified operating environment.
  • Failures caused by products for which IBM is not responsible under the IBM Agreement for Acquisition of Software Maintenance.

Software Subscription and Support is provided only if the program is within its support timeframe as specified in the Software Support Lifecycle policy for the program.

Multi-Version Measurement

Multi-Version Measurement (MVM) replaces the previously announced Migration Grace Period time limit of six months and allows unlimited time for clients to run more than one eligible version of a software program. Clients may run multiple versions of a program simultaneously for an unlimited duration during a program version upgrade. Clients may also choose to run multiple versions of a program simultaneously for an unlimited duration in a production environment. MVM does not extend support dates for programs withdrawn from service.

Sub-capacity terms and conditions

For each IBM Z IPLA program with Value Unit pricing, the quantity of that program needed to satisfy applicable IBM terms and conditions is referred to as the required license capacity. Your required license capacity is based upon the following factors:

  • The IBM Z IPLA program you select
  • The applicable Value Unit Exhibit
  • The applicable terms
  • Whether your current mainframes are full capacity or sub-capacity

Full-capacity mainframes

In cases where full capacity is applicable, the following terms apply.

Execution-based, z/OS-based, full machine-based: The required capacity of an IBM Z IPLA program with these terms equals the MSU-rated capacity of the machines where the IBM Z IPLA program executes.

Reference-based: The required license capacity of an IBM Z IPLA program with these terms equals the license capacity of the applicable monthly license charge (MLC) program. This MLC program is called the parent program.

Sub-capacity mainframes

In cases where sub-capacity is applicable, the following terms apply.

Execution-based: The required capacity of an IBM Z IPLA sub-capacity program with these terms equals the capacity of the LPARs where the IBM Z IPLA program executes.

z/OS-based: The required license capacity of an IBM Z IPLA program with these terms equals the license capacity of z/OS on the machines where the IBM Z IPLA program executes.

Reference-based: The required license capacity of an IBM Z IPLA program with these terms equals the license capacity of the applicable monthly license charge (MLC) program. This MLC program is called the parent program.

Full machine-based: The required license capacity of an IBM Z IPLA program with full machine-based terms equals the MSU-rated capacity of the machines where the IBM Z IPLA program executes.

IBM Z IPLA sub-capacity programs with reference-based terms add value to the parent program across the environment, regardless of where in the environment the IBM Z IPLA program executes.

An environment is defined as either a single or stand-alone machine or a qualified Parallel Sysplex. You may have one or more different environments across the enterprise. To determine the required license capacity for each IBM Z IPLA program with referenced-based terms, each environment should be assessed separately.

When an IBM Z IPLA sub-capacity program with reference-based terms is used in a qualified Parallel Sysplex environment, the required license capacity of the IBM Z IPLA program must equal the license capacity of the parent program across the Parallel Sysplex. Qualified Parallel Sysplex refers to one where MLC pricing is aggregated across the sysplex.

Sub-capacity eligibility

To be eligible for sub-capacity charging on select IBM Z IPLA programs, you must first implement and comply with all terms of one of the following:

  • Sub-capacity Workload License Charges (WLC)
  • Sub-capacity Entry Workload License Charges (EWLC)
  • Sub-capacity Advanced Workload License Charges (AWLC)
  • Sub-capacity Advanced Entry Workload License Charges (AEWLC)

To implement sub-capacity WLC, EWLC, AWLC, or AEWLC, a machine must be an IBM Z (or equivalent). On that machine:

  • All instances of the OS/390® operating system must be migrated to the z/OS operating system.
  • Any licenses for the OS/390 operating system must be discontinued.
  • All instances of the z/OS operating systems must be running in z/Architecture (64-bit) mode.

For that machine, you must create and submit a Sub-Capacity Report to IBM each month. Sub-Capacity Reports must be generated using the Sub-Capacity Reporting Tool (SCRT). For additional information or to obtain a copy of SCRT, go to the IBM Z software pricing tools web page.

You must comply with all of the terms of the WLC or EWLC offering, whichever is applicable:

  • The complete terms and conditions of sub-capacity WLC are defined in the IBM Customer Agreement - Attachment for z Systems Workload License Charges.

  • The complete terms and conditions for sub-capacity EWLC are defined in the IBM Customer Agreement - Attachment for EWLC, TWLC, zELC, and z/OS.e License Charges.

You must comply with all of the terms of the AWLC or AEWLC offering, whichever is applicable:

  • The complete terms and conditions for AWLC are defined in the IBM Customer Agreement - Attachment for IBM System z® Advanced Workload License Charges (Z125-8538).
  • The complete terms and conditions for AEWLC are defined in the IBM Customer Agreement - Attachment for IBM System z Advanced Entry Workload License Charges (Z125-8755).

Additionally, you must sign and comply with the terms and conditions specified in the amendment to the IPLA contract - IBM Amendment for IBM System z Programs Sub-Capacity Pricing.

Sub-capacity charges for AWLC, AEWLC, CMLC, zNALC, VWLC, EWLC, and MWLC products

Sub-capacity charges for eligible products are based on product LPAR utilization capacity. Product LPAR utilization capacity for a sub-capacity product is the highest number of MSUs utilized by the combined LPARs in which the product runs concurrently during a reporting period. The number of MSUs is based on the highest observed rolling 4-hour average utilization used by the combination of the relevant LPARs during the reporting period.

Sub-capacity charges terms and conditions

IBM Z software charges at less than full machine capacity for eligible sub-capacity products apply when z/OS, z/TPF, or z/VSE® is running in z/Architecture (64-bit) mode on an IBM Z, no other MVS-based, TPF-based, or VSE-based operating system respectively is licensed to that server, and the required information is provided by the client in accordance with the applicable terms.

Sub-capacity charges for a sub-capacity product are based on the utilization of the LPARs where/when the product executes. To obtain charges at less than full machine capacity for sub-capacity products, the client is required to:

  • Sign and abide by the terms of one of the following:
    • Attachment for IBM System z Advanced Workload License Charges (Z125-8538)
    • Attachment for IBM System z Advanced Entry Workload License Charges (Z125-8755)
    • Attachment for IBM Country Multiplex Pricing (Z126-6965)
    • Attachment for zNALC License Charges on IBM System z (Z125-7454)
    • Attachment for IBM System z Workload License Charges (Z125-6516
    • Attachment for EWLC, TWLC, zELC, and z/OS.e License Charges (Z125-6587)
    • Attachment for IBM System z Midrange Workload License Charges (Z125-7452)
  • Required service will be listed on the IBM Z software pricing website.
  • Collect SMF or SCRT89 data as required by the Sub-Capacity Reporting Tool. Retain the collected data for a period of not less than six months.
  • Use the IBM provided Sub-Capacity Reporting Tool to process the collected SMF or SCRT89 data. The Sub-Capacity Report produced by the tool is used to determine required license capacity for the sub-capacity products. Required license capacity is determined based on the largest MSU value of a sub-capacity product running concurrently in all LPARs during the reporting period. IBM reserves the right to request the system data that supports these product-defined capacity values for a period of up to six months after the data was collected.
  • Provide an initial Sub-Capacity Report to begin to receive the benefits of less than full machine capacity charges. Sub-capacity charging will follow submission of a Sub-Capacity Report. There will be no retroactive application of sub-capacity charges.
  • Submit Sub-Capacity Reports monthly between the second and ninth day of the month after the reporting period.
  • Submit Sub-Capacity Reports for all sub-capacity products with complete data for the entire reporting period through the method specified on the IBM Z software pricing website.

    Sub-Capacity Reports that reflect a changed product defined capacity will be considered to be orders placed by the client without further action on the client's part, and IBM is authorized to make any resulting billing increase or decrease, including the ordering of any necessary new licenses. To discontinue licenses, move licenses between machines, report a hardware model upgrade, or enable or disable product features, the client must contact IBM or their IBM Business Partner.

  • Configure the machine to send weekly Transmit System Availability Data (TSAD) to IBM through the IBM Z Remote Support Facility (RSF). If the machine cannot connect through the RSF, provide this TSAD through an alternate means documented in the SCRT Users Guide (SG24-6522) publication on the IBM Z software pricing website.
