Citizen identity solutions offer improvements for officer notes

Have you ever wondered what becomes of the notes an officer takes while on duty?


Police Field Interview Notebooks are used to capture the unstructured written observations of a field officer. These written notes, often referred to as scratch because they are written on a scratch pad, allow the officer to capture details about daily events and observations while on the job. Each officer organizes his or her observations and notes differently. Some officers use specialized notebooks that have pre-formatted pages to simplify the recording process. This information is maintained by the officer and he or she may manually search it during future interactions. The data may also be subpoenaed as Rosario material in future court cases. Now imagine a situation where a traffic cop uses IBM Mobile Identity to check the identity of a driver. For example, during a traffic stop an officer would use a Verifier App to communicate with the driver’s Owner App. The officer would request information from the driver, verify that information, and take appropriate action. During the verification process IBM Mobile Identity does not store any personal information on the erifier’s device. However, since the officer will record this information, a customized Verifier App for Law Enforcement could include a modern digital solution for scratch. This allows the officer to securely and conveniently store the information on the device and to query it in the future. At the end of each shift the scratch information can be uploaded to the department’s server. A token or hash of each transaction’s details can be logged into a blockchain ledger. This provides an immutable verification of each interaction. Another benefit is that once in a central location, cognitive solutions can analyze the shared scratch information from all officers to provide analytics and insights to the department. This may include multiple stops of the same person or vehicle, common accident locations, areas of frequent stops, and more.
