The sdk-for-nodejs buildpack v3.28 includes runtimes.

The buildpack contains the following Node.js runtimes: v4.8.5, v4.8.7, , 8.15.1, v8.16.0, v10.15.3, v10.16.0 and v12.5.0. The SDK for Node.js buildpack no longer includes v6 runtimes because they are no longer in support. The latest v10 runtime will now be the default runtime. This buildpack also introduces v12 as a cached runtime. An existing application will not be affected by the new buildpack until you redeploy it. New applications will automatically use the new buildpack.
