RACF processing on the new volume

z/OS DFSMS Using Magnetic Tapes
SC23-6858-00

If the system-wide RACF tape protection option has been specified, RACF authorization checking occurs for the new volume. If the previous volume is RACF protected, the new volume must either be not defined to RACF (in which case, EOV will define it to RACF as part of the previous volume's volume set profile), or the new volume must be defined as part of the same volume set profile as the previous volume. If the previous volume is not RACF protected, then the new volume is rejected if a nonspecific request is made, or the program will be abnormally terminated if a specific request is made.

For tapes with Version 3 or Version 4 labels, the volume access exit is entered if the new volume is not RACF protected and the accessibility field in the VOL1 label contains a valid Version 3 or Version 4 character.
