Explanation
The mmchmgr command was
asked to move the cluster manager to a nonquorum node. Only one of
the quorum nodes can be a cluster manager.

Designate the node to be a quorum node, specify a
different node on the command line, or allow GPFS™ to choose the new cluster manager node.
